Join the human resources team that keeps our state transportation workforce moving!

As a Human Resources Specialist 1 in Career Services, you will provide direct support to applicants, current employees, and
management regarding our career opportunities and job application process. With the training and tools we supply, you will learn to
confidently analyze and apply current laws, policies, and procedures while reviewing employment applications, evaluating candidate
qualifications, and verifying necessary documentation to determine eligibility. You will work with your supervisor to build your
knowledge and skillset, and perform other related duties as required.


Pay Grade: 12

Position Duties

• Prepares human resources related documents and transactions in the designated area.

• Enters work hours, status changes and new employee information and prepares for payroll processing.

• Prepares and reviews forms for human resources, payroll and related areas.

• Performs financial support work in general accounting and payroll.

• Reviews and analyzes federal and state regulations and local provisions regarding salary and benefit issues.

• Provides information regarding Memorandums of Understanding.

• Provides information regarding procedures and methods involved in processing payroll.

• Reviews annual and sick leave balances.

• Prepares and distributes all W-2 information as well as any W-2 corrections as needed in conjunction with the WV State Auditor's Office.

• Maintains accurate human resources records.

• Provides guidance to employees and/or agencies on matters related to designated human resources areas.

• Enters and records human resources related data.

• Ensures that data and records are maintained in a manner which is user-friendly and can be readily accessed and utilized.

• Ensures work is in compliance with relevant federal and state laws.

• Travel may be required; therefore, a valid driver’s license is required.


Minimum Qualifications

• Knowledge of federal, state, and department laws, policies, and rules.

• Knowledge of organizational structure and chain of command.

• Knowledge of records processing and maintenance procedures and systems.

• Ability to follow established rules, regulations, standards, and guidelines with accuracy and in a timely fashion.

• Ability to operate standard computer programs and software and agency specific programs.

• Ability to follow written and verbal instructions.

• Ability to communicate effectively, both verbally and in writing.

• Ability to independently carry out assignments sometimes of a complex and confidential nature.

• Ability to interact with co-workers, public officials, agency employees, and the general public to establish and maintain effective working relationships.


Other Qualifications

REQUIRED TRAINING/EDUCATION 

  • Bachelor’s degree from a regionally accredited college or university. 
  • Substitution: Experience in human resources, payroll, bookkeeping, or accounting may be substituted for the required training/education through an established formula.

  • No experience required for this position.


Promotional Only: Two (2) years of full-time or equivalent part-time paid paraprofessional experience as a Transportation Human Resources Associate.
