Psychologist I
Under the supervision of the unit director for Waiver and Community Services (WCS) Utilization Review (UR) this position performs complex psychological work in the review of Level of Need (LON) and Inventory for Client and Agency Planning (ICAP) evaluations and services for individuals receiving 1915(c) waiver services and / or ICF.  Conducts a combination of desk utilization review and field utilization review to determine the appropriateness of the assigned LON and the related assessments.  Prepares extensive clinical reports to document findings and recommendations. Provides education and technical assistance as needed. Collaborates with internal and external partner agencies and community entities to ensure health and safety of individuals being served. This position provides highly advanced consultative services and technical assistance to unit staff, HHSC UR, Regional UR staff, HHSC contract management staff, Local intellectual and developmental disability authority (LIDDA) staff, all 1915 (c) waiver programs that serve individuals with intellectual and developmental disabilities (IDD), including, Home and Community-based Services [HCS], Texas Home Living [TxHmL], and Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID). This position provides consultation and technical assistance to community program provider agencies, individuals and families, advocacy groups, stakeholders, other government agencies, community organizations and the general public. The work involves planning, developing, and implementing policy and procedures related to UR activities for LON and ICAP initiatives. Trains regional UR staff in LON and participates in UR concurrent reviews as needed. Conducts data analysis and reports to management as needed or requested. Participates in unit and cross-agency workgroups related to UR activities, applicable HHSC rules, policies and community provider or LIDDA performance, functions and planning. Other duties as assigned by unit director. 

Essential Job Functions

Review LON/ICAP evaluations and related assessments and documentation to determine appropriateness of services/compliance with program rules.
Utilizes agency databases to track and document individual cases, findings and follow-up as needed.
Prepare and present highly complex, informative, clinical reports on individual evaluation findings, needs, and recommendations for implementation.
Provide consultation and technical assistance to internal and external partners as needed.
Maintain awareness the most current state, federal rules governing programs.
Maintain awareness of current behavioral techniques, approaches and resources developed.
Participate in unit and cross-agency workgroups related to UR or other issues as assigned.

Registrations, Licensures, Requirements, or Certifications

(1) Graduation from an accredited college or university with a doctoral degree in psychology.
(2) Certified as a Qualified Intellectual Disability Professional (QIDP).  

(3) Preferred BCBA certification. 

Knowledge, Skills, Abilities

Knowledge: individuals w/ IDD; behavior analysis and support plans; LIDDA functions and service system; 1915 (c) waiver programs.
Skills: efficient oral communication; proficient writing; evaluation; utilization review and planning.
Abilities: efficient presentation skills; organization  

 

Initial Screening Criteria

Ph.D in Psychology from an accredited university
QIDP as defined under 42 CFR § 483.430
