The Department of Natural Resources (DNR) has an exciting opportunity within our Northeast Region as a Wildland Fire Heavy Equipment Operator.
Do you enjoy the challenge of wildland firefighting? Do you see yourself operating Heavy Equipment to fight fire across Washington’s most diverse geographic areas? The Washington State Department of Natural Resources (DNR) is looking for a bright, quick-thinking individual to fill the role of Initial Attack Heavy Equipment Operator in the East Zone of Northeast Region, based out of our Deer Park (Arcadia) location.
The East Zone of the Northeast Region is comprised of the North Columbia and Arcadia units and serves areas such as Colville, Kettle Falls, Chewelah, and the greater Spokane area. The East Zone is the most active zone in the state for fire response, averaging 400-450 fire starts per year. It is a dynamic area that contains a wide variety of terrain and fuel types, from fast-moving urban interface fires to remote timber fires. The Arcadia unit serves areas of Spokane, Pend Orielle and Lincoln counties.
Position Duties
Responsibilities:
This position will be responsible for the safe and effective operation of Firefighting Bulldozers, Excavators, and Transport Trucks/Trailers. When not assigned to wildfires, Heavy Equipment Operators may act as support staff for Wildland Fire Managers, work as line qualified firefighters, help with Prescribed Fire preparation and implementation, and assist with other Forest Health related work.
Minimum Qualifications
Required Qualifications:

- Two (2) years minimum experience in operating dozers or excavators in a forested environment.
- Two (2) years minimum of documented experience operating Class A CDL rated transport equipment to include lowboy trailers, tilt bed trailers, tilt bed transport trucks, etc.

- Position's assigned duty station is the Deer Park work center. The majority (85%) of work is in the field on wildfires or forest resiliency projects, requiring the ability to traverse uneven terrain in all weather conditions. The position must be able to work on uneven terrain in all weather conditions.
- Day travel between wildfires, forest resiliency assignments and work center are frequent. Overnight travel for training and meetings may be required one to three times per year.
- A current, valid driver’s license and two years of driving experience. Additionally, DNR requires state drivers to possess a license that is not suspended, revoked, or restricted (for example, Occupational/Restricted Driver Licenses or requiring ignition interlock devices). This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
- Must complete and pass IS-700 and ICS-100 courses.
- Successful completion of Operator Safety Training including knowledge of standard fire orders, situations that shout watch out and LCES.
- Must pass the work capacity test at the level required for all NWCG qualified positions. At a minimum, must be able to pass the moderate work capacity test.
- Employee must possess a Class “A” Commercial Driver’s License with tank vehicle endorsement to be able to drive equipment.
- Pre-employment CDL verification, work history background check, and drug testing will be required as a condition of employment. This position may be subject to pre-employment, random, and reasonable suspicion drug testing.
These qualifications are not required. However, it can help you stand out as a candidate and should be highlighted in your application material.
- Fully qualified in multiple NWCG Single Resource Boss positions and ICT4 and maintain that level of certification.
- Proven ability in computer applications such as Microsoft Word, Excel, mobile navigation applications and Global Positioning technology.
- Three (3) or more years documented experience in operating dozers in a forested environment with wildland fire experience.
- Three (3) or more years of documented experience operating excavators, skid steers and wood processing equipment in a forested environment.
- Three (3) or more years of documented experience operating Class A CDL rated transport equipment to include lowboy trailers, tilt bed trailers, tilt bed transport trucks, etc.
- PM-310-1 rated Heavy Equipment Boss (HEQB).
- Experience with:
- Burn permit regulations
- Fire regulatory and enforcement

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
