The Louisiana Commission on Law Enforcement (LCLE) is seeking an experienced, strategic financial leader to serve as its Accountant Administrator 2 (Chief Financial Officer). In this key executive role, you will lead the agency's accounting, budgeting, grants administration, and purchasing operations while helping ensure the responsible stewardship of public funds that support critical public safety initiatives across Louisiana.

Working within a complex funding environment that includes federal grants, cooperative agreements, state general appropriations, statutorily dedicated funds, and restitution, you will ensure compliance with all applicable state and federal financial regulations. The ideal candidate is a collaborative leader with extensive public sector financial management experience, strong budget development expertise, and a proven ability to oversee diverse funding sources while building productive relationships with agency leadership, state partners, and legislative stakeholders.

Position Duties

Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR


Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
 
A bachelor's degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
 
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
 
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
 
Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.
 
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Direct the development, preparation, and execution of the agency's annual and interim operating budgets, operational plans, and performance progress reports in alignment with the Office of Planning and Budget (OPB) guidelines.
  • Oversee the preparation of all financial reports of agency expenditures and revenues, annual financial statements, and monthly budgetary comparison reports while coordinating closely with the Office of Statewide Reporting.
  • Design, test, and implement stringent internal controls and fiscal procedures to ensure the reliability and integrity of the agency's accounting, purchasing, property control, and payroll systems.
  • Oversee all internal and external audit activities, serve as the primary liaison with state, federal, and local audit officials, and develop corrective action plans for any audit findings related to the agency and its subgrantees.
  • Act as the primary financial liaison to the Legislative Fiscal Office, House Appropriations Committee, Senate Finance Committee, and Legislative Auditor, including testifying before legislative committees on agency financial operations.
  • Direct the administration and oversight of complex federal and state grant programs, cooperative agreements, and contractual reviews to ensure absolute compliance with governing rules, timetables, and allowability requirements.
  • Advise the Executive Director, section heads, and program managers on state and federal fiscal requirements while supervising, evaluating, and counseling subordinate financial and administrative staff.
