We are seeking a seasoned financial professional to join the Office of Shared Administration (OSA) as an Accountant/Auditor 4. This lead-level role is pivotal to the organization, serving as a cornerstone for maintaining fiscal integrity and regulatory compliance across the department’s sub-recipient organizations.
- Audit Integrity & Reporting: Spearhead the detailed review of sub-recipient audit reports. Ensure all financial statements align with GAAP and meet rigorous federal and state reporting requirements.
- Strategic Technical Liaison: Serve as the primary technical point of contact for sub-recipient agencies and their external CPA firms, providing expert guidance and resolving complex inquiries to ensure alignment with organizational goals.
- System & Mandate Optimization: Drive fiscal accountability by navigating and optimizing internal systems, including WVOASIS and CRM, to uphold the department’s state accountability mandates.
- Problem Solving & Resolution: Proactively manage and resolve sub-recipient audit findings through strategic, direct communication with stakeholders.
- Leadership & Team Mentorship: Oversee and cultivate a high-performing team of three full-time employees. Manage daily operations, delegate complex assignments, and implement training initiatives to support staff development while ensuring the Department effectively meets its obligations as a pass-through entity.
Selected candidates who agree to work for a minimum of twelve (12) months may be eligible to receive a $5,000 appointment incentive. This incentive does not apply to current employees of the State of WV.
Minimum Qualifications
Training: Bachelor's degree from an accredited college or university with at least 24 semester hours in accounting.
AND
Experience: Four (4) years of full-time or equivalent part-time paid experience in professional accounting, statutory accounting, auditing work, forensic accounting, public accounting, investigative and/or forensic auditing, certified fraud examining, or other directly related accounting.
OR
Substitutions: (1) Master's degree in accounting may substitute for two (2) years of the required experience. (2) Certification or registration as a Public Accountant in West Virginia may be substituted for the training and two (2) years of the required experience.
Preference will be given to applicants holding a Certified Fraud Examiner (CFE), Certified Forensic Accountant (CFA), Certified Valuation Analyst (CVA), or applicants who have completed a graduate certificate program in forensic accounting and fraud investigation.
Promotional Only: Three (3) years of full-time or equivalent part-time paid experience in the Accountant/Auditor series.

PG: 16 $43,357 - $75,789
Market Rate: $67,395
"An additional one (1) year of experience in accounting, auditing, bookkeeping, and/or finance may substitute for the required accounting semester hours at the rate of one (1) year of experience for every thirty semester hours. "
