Why does the job exist?

 
This position is responsible for supervising two key accountant auditor positions within ASD while providing oversight to the agency's multiple funding areas to include: Accounts Payable, Accounts Receivable- daily deposits, Fleet, federal fund/grant reporting, monitoring and draw downs reimbursements.  This position will act as a second approver in SHARE financial system for some accounting areas of ASD. The position also acts as Fleet Manager for the agency to include vehicle abuse processes, DDC compliance and annual vehicle inspection management, all while adhering to state and federal policies and procedures set forth by federal and state statues, the State Purchasing Division and the Department of Finance and Administration (DFA), and the Manual of Model Accounting Practices (MAPS).  This position assists the CFO/ASD Division in the agency's audit to include journal entries or preparation of internal financial statements and the reconciliation with DFA; they will devote a portion of time assigning and acting upon leave requests, conducting annual performance evaluations, recommending discipline, interviewing and recommending selection of hires.

How does it get done?

 
Daily responsibilities of this position are to oversee the daily financial activities including accounting, auditing, and maintaining the general ledger.  This will include managing workflow in the SHARE Financial System; reviewing, analyzing, approving vouchers, reconciling the GL, ensuring accounting and procurement processes are followed, monitor outstanding warrants and cancellations, operating transfers and ensure timely mailing of supplier checks.  This position will monitor and ensure daily deposit processes are followed and remain compliant.  This position will conduct and monitor thorough reconciliations of Federal Fund Reporting and draw-downs reimbursements for the agency.  As the agency Fleet Manager, this position will utilize the WEX and Fleet state system to enter monthly data and prepare reports for annual audit.  This position will make staffing assessments and manage the distribution of work.

This position will assist the Chief Financial Officer with the preparation of the agency's annual operating budget; annual audit requirements, evaluate internal controls to suggest improvements as necessary, and other ASD duties as needed.

The customers for this position include the State of New Mexico, the departments within the NM Department of Veterans Services and the vendors and clients of NMDVS.

Ideal Candidate

 
The ideal candidate for this position is someone with a strong background in accounting, experience with SHARE Accounts Payable, Accounts Receivable, General Ledger modules and its processes.  Working knowledge of NM MAPS (Model of Accounting Practices) and has the capability to master the tasks identified in the job description.  Ability to supervise others and meet required deadlines.  This position will supervise two accountant/auditors, having supervisory experience is required.

Minimum Qualification

 

Bachelor's Degree in Accounting, Finance, Auditing, or Business Administration and three (3) years directly related work experience in accounting, auditing, budgeting, preparing Comprehensive Annual Financial Reports, and conducting financial audits. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

Working Conditions

 
Office setting, and extensive personal computer and telephone usage with extended periods of sitting.  This position works with computer, copiers, fax machine, 10 key adding machine and postage meter.  Lifting up to 25 lbs, some sitting, standing and reaching required.  Some travel may be required for training.
