Posting Details

THIS POSTING WILL BE USED FOR ONGOING RECRUITMENT AND MAY CLOSE AT ANY TIME.
APPLICANT LISTS MAY BE SCREENED MORE THAN ONCE.
THIS POSITION REQUIRES FULL-TIME, ON-SITE PRESENCE IN SANTA FE.

The Financial Capacity Development Bureau helps New Mexico's cities, counties, and special districts build stronger financial operations. The bureau gives local public bodies technical assistance with financial reporting, internal controls, and training for finance staff. It also monitors entities for financial risk, works with them on corrective action plans for audit findings and compliance gaps, and analyzes their requests for emergency funding.

Why does the job exist?

As a newly established bureau, FCDB needs staff to carry out its mission. Many local public bodies, particularly smaller and rural entities, lack the finance staff and expertise to complete timely audits, budgets, and required reporting. This leads to repeat audit findings and compliance gaps. This position gives the bureau the capacity to work directly with these entities: delivering technical assistance and training, monitoring financial risk, and helping resolve findings through corrective action plans. Without it, the Division can only respond case by case instead of giving the proactive, ongoing support that prevents these problems from recurring and protects public funds.

How does it get done?

The Accountant reviews and analyzes financial statements, audit reports, budgets, and quarterly reports submitted by cities, counties, and special districts. The Accountant gives local government finance staff technical assistance, remotely and on-site, on financial reporting, internal controls, and new and changing GASB standards, and helps develop and deliver training for those staff. The position monitors local public bodies for financial and compliance risk, including late audits, budgets, and required reports. It also works with entities to develop and monitor corrective action plans that resolve audit findings and compliance gaps. The Accountant performs financial analysis of local entities' requests for emergency grants and loans and prepares written recommendations. Other duties include coordinating with the Budget and Finance Bureau and other DFA staff on local government budget and reporting matters, supporting the Governmental Accounting Internship program through mentoring and intern training, and preparing reports, correspondence, and documentation of bureau activities.

Who are the customers?

The work is done mainly for New Mexico's local public bodies, meaning cities, counties, and special districts, and especially their finance staff, who receive the technical assistance, training, and corrective action plan support. Inside DFA, the position supports the Local Government Division and its leadership through risk monitoring and reporting. It also supports the State Board of Finance and other agencies that rely on the bureau's financial analysis of emergency funding requests. Ultimately, the work serves New Mexico residents by helping make sure their local governments manage public funds responsibly and transparently.

Ideal Candidate

The ideal candidate has a strong foundation in accounting or finance. They can read and analyze financial statements and audit reports, spot risks and the root causes of findings, and turn that analysis into practical recommendations. Because the role works closely with local government finance staff, many of them in small and rural communities with limited resources, the ideal candidate is a patient, approachable teacher who treats audit findings as opportunities to improve, not as violations to enforce. They communicate clearly in writing and in person, are comfortable leading trainings and visiting entities on-site, and work well with other DFA bureaus and outside partners. As a member of a new bureau, they are self-motivated, adaptable, and eager to help build processes from the ground up. An interest in mentoring students through the Governmental Accounting Internship program is a plus.

Minimum Qualification

High School or Equivalency and two (2) years directly related work experience in accounting, auditing, finance, and/or budgeting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.

Employment Requirements

State issued ID or Driver's License.
Pre-employment criminal background check is required, and employment offer will not be extended prior to results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. The position requires in-state travel to visit local public bodies, deliver trainings, and attend conferences and meetings, which may include overnight stays and occasional work outside normal business hours.
