Summary
Performs accounting functions required to record, maintain, and reconcile collections and disbursements for Tax Office transactions in our General Ledger System totaling $6.5 Billion annually. Reconciles and balances funds in the five Tax Office bank accounts. Ensures compliance with internal controls and legislative mandates for accurate financial data and reporting. As the Accountant II, prepares training materials and presentations related to Tax Office processes for internal and external organizations; performs subject matter expert system testing, prepares budget roll up reporting for the Tax Office Executive Staff, and acts as primary resource for in depth data analysis.
Essential Duties and Responsibilities
- Creates a Daily Collection Report (DCR) for each of the 3 lines of businesses (PT, MV, SIT). Collects data from eight branch locations, for three lines of business, and ten payment methods. Reconciles branch data with the source system data, researches and determines any discrepancies. Advises branch manager(s) of accounting procedures, compliance, balancing and money handling rules to correct the issues. Determines if system problems exist and discusses with the Accounting Team to determine plan of action for resolution. Ensures the DCR balances before moving on to the next process.
- Performs system Interface processes for Property Tax – Tax Client source system and the Tax Office General Ledger system. Ensures data from the source system is complete and accurately loaded into the General Ledger. Identifies issues with the interface process and takes corrective action. Creates Motor Vehicle journal entries from the State’s RTS source system data by analyzing the data and to the appropriate General Ledger accounts. Communicates with the State regarding Motor Vehicle Source system records issues when appropriate. The VIT source system data is interfaced into the General Ledger similarly to the Property Tax data.
- Reconciles the DCR to the Daily Bank Account Statement. Analyzes patterns to determine when money should appear at the bank after collection. Researches the history of the missing funds to determine the cause of missing funds and follows through to locate and deposit missing funds. Advises appropriate individuals of the bank adjustments (e.g. wires, NSFs, verification errors, counterfeit adjustments, deposit slip errors, research adjustments) to ensure proper recording.
- Reconciles credit card, and all eGov forms of payment (POS, IVR, CSR, WEB) from the DCR to the bank statements.
- Prepares the daily Property Tax disbursements file of funds to the appropriate entities, loads the disbursement file into the Banking platform to create the ACH batches. Processes the appropriate payments to the State Comptroller via the appropriate Motor Vehicle payment method.
- Prepares, processes, and tracks Tax Office requisitions for purchase orders and check requests.
- Serves as back up to the team for key critical daily activities.
- Prepares training materials for requested internal and external County training sessions. Creates presentations for the Tax Assessor and the Accounting Director for various State conferences and other organizational speaking engagements.
- Provides data analysis and reporting for use in creating the Tax Office budget in excess of $18M.
- Serves as resource for issues that require extensive research and analysis. Analyzes large data files to find errors in the State’s system; performs acceptance testing for source system enhancements which includes creating test scripts per accounting system requirements.
- Provides subject matter expertise in developing new processes and enhancing existing processes to be more efficient for the Tax Office.
- Serves as a resource for answering audit requests from internal, external, and State auditors.
- Performs all other related duties as assigned.
Minimum Requirements
- Bachelor’s degree or equivalent.
- Accounting degree preferred.
- Three (3) years of accounting, auditing, or Tax Office experience required.
- Accomplished general ledger accounting, reconciliation skills, testing, and communications skills.
- Detail oriented.
- Spreadsheet and presentation development skills.
