Job Description and Duties
Patton State Hospital, Human Resources Department, is accepting applications for at least one (1) Permanent, Full-Time appointment for the Accountant Trainee classification in the Fiscal Services, Accounting Department.
Under the direct supervision of Accounting Administrator I, the Accountant Trainee performs professional accounting work in the establishment and maintenance of accounts and records while receiving training; learn agency activities, departmental systems, and central fiscal control activities; and develop interpersonal skills by contact with program personnel and control agencies in fiscal control activities.
Accounts Receivable Unit
Responsible for receipting funds received for the Accounting and Trust Departments. This includes, but is not limited to, replacement property, revolving fund reimbursement checks, salary and accounts receivable payments, vendor refunds, jury duty payments, travel advance reimbursement, daily patient deposits from the Trust Department, patient deposits from visitors, deposits from volunteer service, deposits for the Patient Benefit Fund and Sheltered Workshop, quarterly reimbursements, etc.
Primary manager of the Accounting Department Walk-up Window and Main Phone Line. Provides customer service and/or directs inquiries to appropriate staff. This includes but is not limited to assisting employees, vendors, patient family members/visitors, and outside agencies with general accounting inquiries.
Accounts Payable Unit
Responsible for the accounts payable functions of auditing and vouchering invoices of an average difficulty for payment in accordance with the policies and procedures set forth by the State Controller’s Office, California Prompt Payment Act, Department of Finance, State Administrative Manual, State Contracting Manual and the Accounting Department. This includes, but is not limited to, certified small business/non- business suppliers, discounted invoices, direct charges, prepayments, revolving fund advances and replenishments, etc.
Assist with the maintenance of the department’s digital platforms including but not limited to SharePoint sites, Accounting Shares Drive, Shared email accounts. Updates purchase document logs, accounts receivable logs, audit logs, etc.

Working Conditions
Patton is a forensic psychiatric hospital and was established in 1890 and opened in 1893. DSH-Patton provides treatment to forensically and civilly committed patients within a secure treatment area. The hospital does not accept voluntary admissions.

Desirable Qualifications
- Experience related to general knowledge of general (e.g. GAAP, GASB) and governmental accounting, budgeting and business management principles and theories.
- Ability to work on multiple tasks simultaneously, to prioritize, and to analyze and apply relevant instructions to complete the work.
- Broad experience with the Microsoft Office suite/software particularly Word, Excel, Outlook Teams and SharePoint.
- Ability to learn independently and comprehend oral and written instructions containing complex and technical information.
- Experience which exhibits flexibility and the ability to use tact and diplomacy when dealing with the needs, problems, and/or concerns of others.
