About the Department
We are seeking a detail-oriented Accounting Technician to join the Office of Shared Administration (OSA), Finance. This role serves as a key liaison for the Department of Health (DH), Department of Human Services (DoHS), and the Department of Health Facilities (DHF). The successful candidate will manage complex financial transactions, ensure compliance with state fiscal policies, and coordinate critical banking and audit functions across multiple field offices. Key Responsibilities include:
- Transaction Management: Manage the accurate recording of funds received from outside agencies, bureaus, and offices within the OSA.
- Payment Processing: Process and maintain comprehensive payment records for DH, DoHS, and DHF programs.
- Document Preparation: Create and process payment documents within the wvOASIS system to ensure timely vendor and client disbursements.
- Field Support: Coordinate with field staff to record payments and process documents to the appropriate funds, ensuring fiscal accuracy.
- Lien & Garnishment Administration: Intercept payments for providers and vendors in strict accordance with IRS liens and State Auditor’s Office requirements.
- Issue Resolution: Perform complex research to resolve outstanding checks, returned payments, and EFT discrepancies for DH, DoHS, and DHF program systems.
- Bank Reconciliation: Maintain and review outside bank account records for field offices, collaborating with local leadership to reconcile account balances.
- Treasury Coordination: Act as the primary point of contact for the coordination of outside bank accounts in conjunction with the West Virginia State Treasurer’s Office.
- Yearly Financial Reporting: Collect and analyze data from BFA/BSS field staff to complete comprehensive forms for annual reporting.
- Policy Compliance: Submit finalized reports to the OSA Internal Control and Policy Development team to satisfy annual financial office requirements.

Minimum Qualifications
Training: Graduation from a standard four-year high school or the equivalent.
Experience: Four years of full time or equivalent part time paid bookkeeping, accounting, or related experience.
Substitution: Successful completion of college-level accounting courses from an accredited college or university may be substituted at the rate of three semester hours equals six months experience;
OR
Successful completion of related business school or vocational training may be substituted for the experience through an established formula.
