Classified-Exempt Position
Administrative Section/Charleston HQ This position holds full authority over daily accounting operations and provides leadership in financial controls, workflow improvements, staff direction, and the development of reporting tools. The employee independently interprets financial policies, resolves accounting issues, and ensures compliance with state and federal requirements through timely, accurate financial management.
Essential Duties and Responsibilities
Accounting Operations & Financial Management
Oversee and make decisions regarding daily accounting operations.
Ensure timely, accurate processing of financial transactions and documentation.
Resolve accounting issues independently and maintain compliance with state and federal regulations.
Monitor financial activities to ensure accuracy, consistency, and adherence to internal controls.
Internal Controls & Compliance
Implement and maintain internal financial controls to safeguard assets and ensure audit readiness.
Interpret financial policies and apply them appropriately across operational activities.
Identify compliance risks and take corrective action to maintain regulatory alignment.
Workflow Improvements & Process Development
Evaluate existing accounting workflows and implement improvements that increase efficiency and accuracy.
Develop and refine financial reporting tools to support data-driven decision-making.
Create and implement processes that enhance accuracy, transparency, and compliance.
Staff Direction & Leadership
Provide direction, guidance, and support to accounting staff.
Assign tasks, monitor performance, and ensure high-quality work output.
Promote professional development and continuous improvement within the team.
Reporting & Documentation
Develop, maintain, and improve financial reporting tools and templates.
Ensure timely preparation of internal and external financial reports.
Maintain organized, accurate financial records for audits, reviews, and compliance checks.
Performs related work as required. Regular attendance is required.
Minimum Qualifications
Training: Graduation from an accredited four-year college or university with a degree in the area of assignment.
(1) Experience as described below may substitute for the training requirement on a year-for-year basis.
(2) For positions in the Accounting, Auditing Area of Assignment, certification or registration as a public accountant in West Virginia may be substituted for the training and two years of the required experience.
Experience: Six years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.
Special Requirement: A valid driver's license may be required.
