Responsibilities - What you’ll do

This position is the Administrator of Fiscal Management

Direct fiscal operations for Missouri Vocational Enterprises, a $31 million self-sustaining correctional industries program operating 21 factories across 12 correctional facilities. Oversee financial management, procurement processes, and business operations while supervising marketing management, MOVERS coordinator, and central office facility maintenance departments.

Essential Functions include:

Financial Management:  

  • Manage working capital revolving fund operations and cash flow for multi-million-dollar enterprise
  • Develop and monitor annual budgets across 21 factories and 12 correctional facility locations
  • Oversee cost accounting, job costing, and profitability analysis by product line and facility
  • Prepare financial reports for Department of Corrections and state oversight agencies
  • Lead transition from JD Edwards (JDE) to MOVERS MRP system and oversee implementation of new financial modules
  • Manage ongoing JDE operations while coordinating system migration to MOVERS platform

Procurement & Contract Administration:

  • Establish and manage procurement processes for raw materials, equipment, and services across all facilities
  • Oversee waiver request processes and purchase release procedures required by state statute
  • Ensure compliance with Missouri state procurement regulations and competitive bidding requirements
  • Manage vendor relationships and supply chain operations

 Administrative Leadership:

  • Supervise Marketing Manager and associated marketing/sales functions
  • Supervise MOVERS Coordinator and oversee MRP system transition project
  • Supervise Fiscal Manager and coordinate day-to-day financial operations
  • Lead change management initiatives across the organization, particularly during system implementations and process improvements
  • Oversee Maintenance Department for central office facility complex
  • Coordinate with correctional facility administrators on operational and financial matters
  • Interface with Missouri Office of Administration and Department of Corrections leadership

Qualifications - All you need for success

 

Minimum Qualifications:

Five or more years of progressive experience in financial management.

(Earned credit hours from an accredited college or university, with earned credit hours in finance, accounting, business administration may substitute on a year-for-year basis, up to four years, for the required experience at a rate of 30 credit hours for one year – a minimum of one year of the listed experience is required)

Preferred Qualifications/Skills: 

  • Experience with government procurement processes preferred
  • Demonstrated supervisory experience managing professional staff
  • Experience managing system transitions and implementation projects preferred
  • Change management experience with large-scale organizational or technology initiatives preferred

 Technical Skills: 

  •  Proficiency with enterprise resource planning (ERP) systems, preferably JD Edwards and/or MRP systems
  • Advanced financial analysis and budget development capabilities
  • Understanding of working capital management and revolving fund operations

  Financial Expertise:

  • Advanced financial analysis and budget development capabilities
  • Understanding of working capital management and revolving fund operations
  • Knowledge of MRP system implementation and change management processes
  • Experience with system transitions and data migration projects preferred

 Operational Knowledge:

  • Knowledge of government procurement regulations and compliance requirements
  • Ability to manage complex multi-location operations
  • Understanding of manufacturing and production cost accounting

 Leadership & Communication:

  • Strong leadership and staff development skills
  • Excellent communication skills for interaction with government officials and correctional administrators
  • Project management capabilities for system implementation initiatives
  • Change management skills including stakeholder engagement, communication planning, and resistance management
  • Ability to lead organizational transformation while maintaining operational continuity

Contingent upon your position, you may also be eligible to receive:

  • A $2.00 per hour shift differential if you are assigned to a shift that begins on or between 12:00pm (noon) and 5:00am and are employed at a 24/7 congregate care facility (i.e. institution, transition center, supervision center, or command center).
  • A $0.75 per hour medium security or $1.50 maximum security differential if you work full-time at a qualifying facility.
  • A $1.00 per hour restrictive housing differential if you are assigned a regular post within a restrict housing/segregation unit at any facility.

The Department of Corrections currently offers a guaranteed 1% pay increase for every two years of continuous service up to 20 years! If you are transferring from another State of Missouri agency and are receiving state retention pay, please be advised that the Missouri Department of Corrections administers retention based upon your retention anniversary date. As a result, your retention pay upon transfer may differ from what you were receiving at your previous agency until you reach your applicable retention anniversary date.
