PURPOSE OF DIVISION 

The Airport Operations Supervisor ensures operational excellence throughout Bush Intercontinental Airport as part of the Security – Regulatory team of the Houston Airport System (HAS).  The purpose of the Security group at George Bush Intercontinental Airport (IAH), one of three airport that make up the Houston Airport System (HAS), is to use intelligence-led, risk-based operations to enhance airport security, reduce fear, and provide a safe environment to the traveling public. Airport Security staff-members monitor vendors, tenants, airline operators, fixed base operators (FBO's) and commercial business operators (CBO's), air cargo operators, and all HAS departments for compliance with Federal regulations as well as HAS Operating Instructions.  The Airport Operations Supervisor manages the daily operations of the Security – Regulatory team to ensure compliance with Airport, City of Houston, State and Federal Regulations (CFR 49, 1520 & 1542). Supervise assigned employees, conduct customer interactions to calmly resolve   issues, have operational oversight and knowledge of utilization of all technology applications. Provide training, coaching and mentoring to employees who conduct audits, perform inspections and issue airport identification media with the goal of becoming a high-performance organization.  “Candidates must be able to obtain ALL security REQUIRED BADGE ACCESS INCLUDING CBP ACCESS within 6 months from the hire date.”

PURPOSE OF THE POSITION: 
The purpose of the Airport Operations Supervisor position is to be the security regulation subject matter expert in the field. This position is proactive in locating and resolving security issues and violations. This position conducts routine compliance inspections to ensure the airport is in compliance with Federal, State, and Local security regulations. Provide direction and clarity to ensure consistency and uniformity between shifts and staff. Sets employee schedules to ensure coverage, schedules monthly inspections and assigns necessary investigations and projects. Maintains a safe and secure airport environment by supervising inspections of air side and land side operations and airport operational or security activities and personnel.

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The purpose of the Airport Security section throughout IAH is to maintain a safe and secure environment for the travelling public and employees at IAH. This group ensures the airport maintains compliance with the TSA approved Airport Security Plan, as well as TSA mandated rules and regulations. We act as Subject Matter Experts during security emergencies and assist with the planning, training, and carrying out of mitigation efforts to reduce the threat level to IAH and enhance the overall airport security posture.

The responsibilities of this position include, but are not limited to:

• Identifies and anticipates operational, safety and security concerns by inspecting airport facilities and operating areas and monitoring radio communications. Initiates corrective actions and counsels airport users, tenants and employees.
• Supervises and performs operations activities, such as ensuring safe aircraft areas by coordinating and monitoring construction/maintenance work, removing wildlife from runways and enforcing operational standards as defined by federal rules/regulations.
• Creates, revises and implements operating rules, regulations, standards and procedures to ensure airport safety. Monitors deviations from federal, state and airport operating rules and regulations. Issues NOTAMS as required by federal regulations.
• Oversees the Communications Center during certain hours, resolves problems with airport customers and tenants and informs airline and airport personnel of important airfield conditions.
• Supervises, schedules, assigns work, trains and evaluates operational/security employees. Assumes operational, safety and security responsibilities in absence of airport management.
• Commands operational activities and the Communications Center and maintains order during aeronautical-related emergencies, following the Airport Emergency Plan and other airport rules and regulations.
• Develops and provides reports for upper management regarding operations/security activities, inspection results and statistics, and violations of airport leases, contracts and standards by tenants and airlines.
• Keeps abreast of existing and new legislation and ensures compliance to federal, state and local requirements. Advises airport management on needed action. Anticipates future legislation.
• Initiates corrective actions and counsel’s airport users, tenant, and airline activities not in compliance with airport leases, contracts, standards, policies and procedures.
• Reviews and documents airport security programs and directives and security activities of airport tenants and employees to ensure compliance with airport and federal security regulations.  Ensures availability of documents for review by federal agencies.
• Supports operational activities and maintains order during aeronautical-related emergencies, follows the Airport Emergency Plan and other airport rules and regulations.
• Represents airport management in coordinating airport emergency and disaster management plans with the TSA, law enforcement agencies, U.S. Customs, airlines and other tenants, and emergency relief organizations.
• Acts as liaison with air carrier station managers and ground security coordinators regarding air carrier security issues.
• Keeps abreast of existing and new legislation and ensures compliance to federal, state and local requirements. Advises airport management on needed action. Anticipates future legislation.
• Establishes standards for functional area competencies, cooperation, consistency in work outputs, integrity and expected work and customer service behaviors as they related to the required job specifications.
• Participates in developing innovative solutions to complex organizational, administrative problems related to Airport security/safety.
• Oversees the departmental purchasing supply inventories.
• Contributes to the team effort by performing related duties as needed.

 WORKING CONDITIONS

There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

MINIMUM REQUIREMENTS

KNOWLEDGE:
Requires a Bachelor's degree in Aviation Management, Airway Science, Criminal Justice, Law Enforcement, Business Administration, Public Administration or a related field.
LICENSE/CLEARANCE:
Requires a valid Class C Texas driver’s license and compliance with the City of Houston’s policy on driving (AP 2-2). 
EXPERIENCE:
Four years of progressively responsible experience in airport operations, airport security or airport safety are required. 

Directly related professional experience involving lead or supervisory responsibilities may substitute for the above education requirement on a year-for-year basis.

PREFERENCES

Preference will be given to applicants with considerable knowledge of airport operations and security. Ability to communicate diplomatically and effectively, often in tense situations, with all levels of internal and external customers. Experience with MS Office suite is a plus. Verifiable experience in utilizing any type of access control and/or close circuit television as it relates to this position is strongly preferred. Knowledge of Airport Security Plan and TSA rules and regulations are highly desired.
