Job Summary

Under the general direction of the IT Manager I, the IT Specialist II serves as the Analytics Engineer responsible for the design, development, implementation, and continuous improvement of enterprise analytics solutions that transform data into actionable intelligence for emergency management operations. The Analytics Engineer combines advanced data analysis, analytics engineering, data governance, and modern data platform capabilities to deliver trusted, Artificial Intelligence (AI)-ready data products that support strategic and operational decision-making across the department.

The Analytics Engineer designs, develops, and maintains enterprise data pipelines, analytics solutions, semantic data models, and reporting platforms while ensuring data quality, governance, security, and accessibility. The incumbent will serve as a technical advisor to program stakeholders, IT teams, and leadership by translating business requirements into scalable data and analytics solutions that support disaster preparedness, response, recovery, mitigation, and administrative operations.

Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Advanced experience in data analytics, analytics engineering, and data modeling.
Proficiency in SQL, Python, ETL/ELT, and data pipeline development.
Experience with cloud data platforms, data warehouses, data lakes/lakehouses, and modern data architectures.
Experience developing Power BI, Tableau, ArcGIS, or similar business intelligence and visualization solutions.
Experience with enterprise data governance, data quality, metadata, data lineage, and master data management.
Experience preparing AI/ML-ready data and supporting predictive analytics or AI-enabled solutions.
Strong analytical, problem-solving, communication, consulting, facilitation and critical-thinking skills are essential.
Ability to translate complex business requirements into scalable technical and analytical solutions.
Excellent written, verbal, presentation, and executive communication skills.
Demonstrated ability to lead cross-functional initiatives.
Experience with data modernization, automation, and emerging analytics technologies.
Ability to work independently, manage competing priorities, and adapt to rapidly changing business and technology needs.
Experience supporting emergency management, public safety, government, GIS, or other mission-critical environments is highly desirable.

Training and Development (T&D): T&D assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor. The duration of agreements can vary in length but shall not exceed twenty-four (24) months. The duration may also be the length of experience needed to meet the minimum qualifications. Please note they are only available to current California State employees who have permanent status.

Personal Leave Program (PLP): Effective July 1, 2025, CalHR implemented the temporary Personal Leave Program 2025 (PLP 2025), which reduces employee pay in exchange for leave credits.
