Brief Job Description:
The Integration & Coordination (I&C) Unit serves as a single customer interface for projects requiring coordination across multiple parts of the Office of Data, Analytics, and Performance (DAP) or Health and Human Services (HHS) and is helping create processes and relationships that drive toward a strategic, agency-wide approach to data, analytics, and performance. Under the direction of I&C Unit management, the Analytic Modernization Project Coordinator works under minimal supervision and performs highly advanced (senior-level) analytic, consultative, and project management services.
Working within the Performance & Analytics Integration department, this position is responsible for planning, coordinating, and overseeing complex data and analytic modernization initiatives, such as those focused on migrating legacy databases and data assets to cloud-based environments. The Analytic Modernization Project Coordinator serves as the primary liaison among business stakeholders, data teams, information technology staff, and executive leadership to ensure successful project delivery; coordinates efforts related to cloud migration, data governance, data quality, modernization planning, risk management, stakeholder communication, and organizational change management; and supports the implementation of enterprise data strategies that improve governance, accessibility, interoperability, scalability, security, and analytical use of agency data. While this position does not require technical expertise in system modernization, understanding technical language and the ability to coordinate between technical and non-technical audiences is essential.
The position requires a strategic thinker who can balance near-term project delivery with long-term organizational objectives. The successful candidate will engage technical SMEs to effectively evaluate how individual project decisions impact enterprise architecture, data strategy, operational processes, governance frameworks, and future modernization initiatives. The successful candidate will also effectively work with SMEs to understand the history of how and why existing systems were designed, incorporating historical lessons learned and functionality into future modernization efforts. This role requires the ability to synthesize complex information, anticipate downstream impacts, identify interdependencies, and develop solutions that align with broader organizational goals.
The Analytic Modernization Project Coordinator attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Essential Job Functions (EJFs):
1. Project Management and Oversight (30%)
Oversees the coordination of interagency project teams for multiple, concurrent data modernization projects. Develops and maintains project charters, schedules, work plans, resource plans, and status reports. Tracks project milestones, dependencies, risks, issues, and deliverables. Provides status updates through written reports, executive briefings, and meeting presentations, providing stakeholder perspectives as needed. Ensures that projects are completed on schedule and align with organizational priorities.
2. Data and Analytics Migration Coordination (25%)
Coordinates projects and initiatives to support the migration of databases and data assets into modernized systems. Facilitates requirements gathering, data discovery, mapping, migration planning, testing, deployment, and post-implementation support. Facilitates cross-functional teams, including data engineers, database administrators, data architects, and program subject matter experts to define requirements, validate functionality, and ensure successful data migration. Monitors data quality, integrity, reconciliation, and issue resolution activities throughout the entire initiative and/or migration lifecycle.
3. Analytics Modernization Strategy and Implementation (15%)
Supports broader analytic modernization initiatives focused on improving data accessibility, interoperability, governance, and analytics capabilities. Assists in developing roadmaps, governance, gap analyses, and other resources aligned with best practices in data modernization efforts. Coordinates activities related to data warehousing, cloud data platforms, metadata management, and data governance initiatives. Identifies opportunities to reduce data silos, improve enterprise data integration, and streamline business processes.
4. Stakeholder Engagement, Communication, and Relationship Management (15%)
Serves as a liaison among program areas, technology teams, data teams, and executive leadership. Elicits, synthesizes, and translates stakeholder feedback—including ambiguous or competing input—into clear requirements, recommendations, action items, and decision points. Facilitates discussions and workgroups to clarify business needs, build consensus, and support informed decision-making. Develops communications and materials that convey complex modernization concepts to technical and non-technical audiences.
5. Risk, Change, and Quality Management (15%)
Identifies and mitigates project risks and issues. Supports organizational change management activities related to modernization efforts. Ensures project documentation, testing activities, and quality assurance processes are completed. Develops contingency and transition plans to minimize operational disruptions.

Initial Screening Criteria:
- Graduation from a college or university with major coursework in business administration, computer science, management information systems, or a related field.
- Project management/coordination experience within data analytic or IT environments.
- Three years of work experience in the health and human services or related field(s).
- Experience with data governance, analytics, business intelligence, or data warehousing initiatives.
- Experience in conducting trainings, meetings, or workshops.
