Posting Details

The Department of Workforce Solutions (DWS) is the state's agency for workforce development and labor. The DWS Apprenticeship Office manages the operations of New Mexico's Registered Apprenticeship Programs, which provide hands-on learning and related technical instruction to people in a variety of industries and occupations while they're employed with a business. This earn-while-you learn approach is a nationally research-based strategy to engage, recruit, develop, and retain high-quality workers, with opportunities for credential attainment, advancement, and good compensation. The Apprenticeship Office extensively collaborates with other DWS divisions, including Employment Services and the Workforce Innovation and Opportunity Act (WIOA) office, especially on other work-based learning programs.

Interviews will be conducted within 10 business days of posting closure.

New Mexico DWS participates in E-Verify.

Why does the job exist?

This position exists because it directs and leads the operation of the state's apprenticeship office and system, which is one of the state's top workforce development strategies and priorities in New Mexico because of its effectiveness at engaging employees and employers, developing worker skills, providing industry recognized credentials, and retaining workers in high-demand sectors. This means that apprenticeship is a critical component of labor force participation and statewide employment. This position coordinates closely with the Deputy Secretary (and sometimes the Secretary) to establish and update state and department-wide policies and funding to improve apprenticeship operations.

How does it get done?

-Coordinating with existing RAP sponsors and employers on ongoing operations and program expansions.
-Managing state and federal apprenticeship funding, including state and federal appropriations and grants.
-Developing and updating annual grant agreements with RAP sponsors.
-Tracking and reporting apprenticeship participation data statewide and by program, industry, and occupation.
-Ensuring program, policy, and funding compliance with federal and state laws and regulations.
-Regularly communicating with the federal apprenticeship office.
-Leading the organization of and communication with the State Apprenticeship Council and the Apprenticeship and Training Advisory Committee, including member engagement and recruitment, scheduling, managing, facilitating, and presenting at their meetings.
-Coordinating with other work-based learning programs within the department (pre-apprenticeship, internships) and across other departments (career and technical education).
-Developing, supporting, and communicating state legislative and policy recommendations, as needed.
-Collaborating with local workforce development boards on work-based learning initiatives.
-Providing apprenticeship expertise and research internally and externally, as needed.
-Supervising DWS apprenticeship staff (three apprenticeship training representatives, a program coordinator, an administrative assistant, and staff supporting mobile career exploration with high schools).
-Reporting to and coordinating with the Deputy Secretary on policy direction and funding opportunities and decisions.
-Representing the state with national apprenticeship organizations.
-Collaborating with other states on apprenticeship policy issues.
-Attending, participating in, and presenting at various apprenticeship-related meetings across the state.
