Under general supervision and in a lead capacity, to assist in the assignment and training of staff; coordinate and perform the receipt, review, and processing of legal filings, actions, payments, and records related to Superior Court functions and proceedings; assist attorneys, agencies, the general public, and others on the more difficult questions of a procedural nature; and to serve as a Judicial Courtroom Assistant as required.
DISTINGUISHING CHARACTERISTICS:
This classification functions as a lead position within the Superior Court. Positions in this classification may be assigned to the Appellate, Civil, Criminal, Family Law, Family Law Facilitator, Traffic, Juvenile, Probate, Exhibit Room, or Judicial Courtroom Assistant unit. Incumbents are expected to work independently and use good judgment within a framework of standard policies and procedures. A thorough knowledge of the rules, regulations, and procedures governing Superior Court legal processing and Judicial Courtroom Assistant operations and activities within an assigned unit is required. The Assistant Court Supervisor is distinguished from subordinate staff by the former's responsibility to assign, direct, and monitor the work of others in a lead capacity.
Essential Functions
- Assists with the daily schedules of subordinate staff; the receipt, review, and processing of legal forms, documents, actions, and fees; reviews and accepts/rejects documents as appropriate; handles the more complex transactions; and monitors work for conformance with established procedures as assigned.
- Assigns, directs, and monitors the work of others in a lead capacity on a daily or project basis; trains staff; acts as an information source; informally counsels employees regarding work issues; provides input to supervisors for employee performance report.
- Oversees, monitors, and reviews minute orders and judicial proceedings to ensure proper content and accuracy.
- Assists attorneys, agencies, and the general public by telephone or at a public counter; provides information regarding legal procedures/requirements; handles the more difficult and complex questions and issues; resolves procedural problems; may work in the courtroom when necessary.
- Processes documents filed, orders, and other records/actions; reviews/pulls files and checks for, obtains, and/or copies necessary accompanying documents; reviews documents for sufficiency of information and conformance with legal procedures; calendars hearings; prepares notices as appropriate; signs, signature stamps, or submits documents for judge's signature; files and/or enters documents/actions as appropriate.
- Processes appeals and appellate cases; pulls and reviews necessary accompanying documents and forms; completes necessary forms; examines cases for timely filing of briefs; orders tapes/transcripts; files and receipts exhibits; calendars and tracks filing and hearing dates; prepares required notices; and enters documents/actions on computer data system.
- Sets up, tracks, and monitors cases; ensures proper procedures are followed and complete documentation is included; returns incomplete/improper documents; indexes cases and assigns case numbers; sets up calendar dates; prepares notices as appropriate for case; and records and updates actions.
- Preparation and maintenance of Court calendars and/or calendars motions, orders, and other hearings as appropriate to assignment; reviews, compiles, and prepares accompanying documentation; prints, copies, and distributes calendars as appropriate.
- Coordinates and participates in the receipt, storage, tracking, and releasing of exhibits as appropriate to assignments; maintains and updates related records and logs; ensures appropriate procedures are followed to maintain the safety and security of exhibits.
- Determines, receives, calculates, processes, and maintains records of fees, deposits, withdrawals, and/or billings as appropriate to assignment; prepares statements for money owed; records receipt of payments; provides lead supervision and/or participates in the collection of fees; operates cash register, balances transactions, and calculates, verifies, and/or prepares deposits/withdrawals.
- Researches, compiles, maintains, and reviews a variety of records, statistics, logs, and lists, and indexes; compiles data and prepares/runs related reports; checks for accuracy, balances calculations, corrects errors, and makes/distributes copies.
- Prepares and sends notices, forms and other correspondence to provide notification, request action, and obtain/relay information; determines notice required for various filings, hearings, and proceedings and to who notice is to be given.
- Prepares, types, and/or issues legal documents and Court records such as writs, abstracts, affidavits, orders, summons, and citations; checks documents for accuracy and conformance; seals, signs, and dates documents; copies and conforms endorsed copies.
- Enters pleadings; checks for payment of proper fees, timely service, and proper notice.
- Reviews and evaluates policies and procedures and makes recommendations as necessary; and reviews and designs forms utilized by the Court.
- Receives, sorts, distributes, and/or processes mail; prepares written responses to mailed documents and inquiries as appropriate.
- Attends meetings and participates on assigned committees.
- Purges and arranges for the destruction of Court documents and records.
- Oversees automated call center system and contacts vendors when problems arise.
- Approves supply order requests.
- Performs other duties as assigned.
Minimum Qualifications
Possession of a valid Class C California Driver's License is required at the time of appointment.
Knowledge of: Codes, rules, policies, procedures and legal terminology applicable to a wide variety of Court operations and Courtroom support functions in all areas of litigation as applicable to assigned areas of responsibility, including but not limited to processing of legal documents, calendaring and preparation of cases for trial, custody of exhibits, juror service and other matters; basic practices and procedures of budgeting and purchasing; procedures and techniques for analyzing and improving work processes to enhance efficiency and productivity; general functions and organization of the judicial system, including the various divisions of the Court and the roles and functions of other legal and law enforcement agencies; state and local statutes and Rules of Court that govern general Court operations; legal courtesies and Courtroom demeanor; office administrative practices and procedures, including record keeping and filing, using alphabetical, numeric and chronological indexing methods; regulations and procedures governing the maintenance and disclosure of public records; Court policies and procedures applicable to the receipt and accounting for a variety of payments; principles and practices of customer service and telephone etiquette; principles and practices of sound business communication; correct English usage, including, spelling, grammar and punctuation; principles and practices of effective supervision; Court human resources policies and contract provisions.
Ability to: Plan, organize, integrate and supervise the work of a Court operations unit; coordinate work with other units and sections to accomplish Court and department requirements; set priorities and allocate staff and other resources to meet needs in a timely, effective manner; establish and maintain staff and work schedules to meet desk coverage needs, ensuring that all statutory, rule and procedural requirements are met; Train staff and monitor staff performance in meeting Court customer service expectations; understand, interpret, explain and apply a wide variety of complex specialized information, including codes, rules, policies, procedures, forms and legal terms in supervising technical and operational activities of the unit; identify technical and operational issues and opportunities, analyze problems and alternatives and develop sound conclusions and recommendations; prepare clear, concise and comprehensive correspondence, reports and other written materials; exercise sound independent judgment within general policy guidelines or within areas of assigned responsibility; organize and maintain files and filing systems, including codifying and indexing official documents in accordance with regulations and standard office procedures; operate a computer using standard business software and operate other standard office equipment; work in an environment that includes frequent interruptions simultaneous attention to multiple tasks and meeting legally established deadlines; communicate clearly and effectively in English, use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations and upset individuals; understand and respect limits of authority; maintain confidentiality of Court documents and records; establish and maintain effective working relationships with judicial officers, Court and County employees, members of the public and other encountered in the course of work.
