The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill the position of Assistant Director, School Facilities and Organization. This full-time permanent position is based in Olympia, Washington. This position may be eligible for partial to near full-time telework. Telework is a combination of in-building and off-site days. You may have the option to work from home 2 days a week on a flexible telework schedule. While we’re happy to offer this balance of in-office connections and telework flexibility, this isn’t a fully remote position. Position Overview
The position will support the Director in the financial operation and administration of the K-12 capital budget, School Construction Assistance Program (SCAP), lead strategic initiatives, and collaborate with program managers and data analyst to ensure operational alignment within the team. The position will provide guidance on the implementation and management of the statewide K-12 capital programs by making determinations and decisions on the applicability of Washington Administrative Codes and budget proviso language.
Key Responsibilities
The position is responsible for decision making of the daily operations of the K-12 capital programs, oversees the management of the capital budget, and ensures policies and procedures are consistent with applicable state and federal regulations, agency policies, and strategic goals and priorities. Key responsibilities include, but are not limited to:
- Supervise and direct the work of the K-12 capital budget manager and disbursement officer. This includes approving grant awards and reimbursement request from school districts. In addition, the position will provide strategic leadership in the development of the Superintendent’s capital budget requests and implementation of the budget. In addition to overseeing the Common School Construction Account, the position will be responsible for approving all fund balance preparations and cash flow projections.
- Supervision of the capital budget manager and disbursements officer including developing work plans, completing annual performance reviews, approving all leave, and other human resource related activities.
- Provide oversight and guidance to the financial coordinator of the School Construction Assistance Program (SCAP). This includes providing guidance, interpretation, and decisions on the application of the program’s laws and administrative codes. The position will make the final approval of state funding assistance provided to school district projects.
- Lead management of the daily operations of the K-12 capital programs. This includes approving grant reimbursement requests, providing guidance to program staff, leading the response to public disclosure requests, and providing overall guidance to program staff.
- Approve all K-12 capital fiscal notes. This includes providing strategic direction to the budget manager in the preparation of fiscal notes to ensure they align with the vision and goals of the Superintendent.
- Lead implementation of the capital budget and other legislative provisos. The position will be the primary liaison with external stakeholders including other agencies on policy developments and implementation related to school facility issues.
- Lead the development and implementation of major projects and statewide strategic initiatives that impact the long-term capital facilities needs of school districts and state tribal education compact schools. This includes coordinating these initiatives and projects in discussions with the Citizens Advisory Panel, Technical Advisory Committee, School Seismic Safety Advisory Committee and other external stakeholder groups.
- Ensure collaboration with the entire financial resources teams to ensure all agency policies and procedures are followed as related to all fiscal matters.
- Provide leadership by providing guidance to programs managers to ensure all budget proviso requirements are incorporated into their grant programs.
- Manage all required legislative reports. This includes collaborating with program managers to develop and publish required legislative reports on time.
- Provide guidance to the Director of SFO on all strategic policy initiatives and administration of the section.
Required Qualifications:
Bachelor’s degree in accounting, architecture, engineering, construction management, public administration, or related field and four (4) years of progressive experience in financial administration, budget management, or grant administration.
In lieu of a degree, eight years of experience in a related field can be substituted. Relevant experience may include accounting, budget management, grant administration, facilities data management, construction project management, or other closely related facilities management fields.
Must reside of in the state of Washington as a condition of employment

Compensation
The annual compensation for the position is $110,375 - $129,855 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate. Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
