Why does the job exist?

 
This position functions as a member of the Department of Health (DOH) Information Technology Services Division (ITSD) under the Maintenance and Support Bureau and will support the Division of Health Improvement {OHi) in various applications and databases. This position will provide level 2 support to existing software applications used within DOH and supported by ITSD in technical solutions, design, development implementation of builds, user and vendor support, configuration activities, troubleshooting, and ensure that systems are aligned with agency business needs and technology standards.

How does it get done?

 
As a member of level 2 support, this position is responsible for requests that have been escalated beyond level 1 support. Primary focus is; code, test, configure, debug, document, provide technical support, investigate and remedy failures on applications, perform development to enhance and perform fixes of applications supported by ITSD. This position will develop and support multi-tiered web applications using primarily Microsoft and other development tools and platforms. Other responsibilities to include working with internal business partners to gather requirements, prototyping, architecture, implementing/updating solutions, building and executing test plans, performing quality reviews, managing operations, creating and maintaining technical documentation, including specifications and test plans and triaging and fixing operation issues.

This position will support various applications throughout the Department of Health and databases.

Ideal Candidate

 
Associates Degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and three {1) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.

- Experience working with ASP, .NET, C#, C++,  HTML/CSS, Python, and /or other related & important development languages/ platforms
- Experience working with Visual Studio, Microsoft SQL, query development
- Experience developing reports within SQL Reporting services
- Significant experience in quality assurance (QA) & testing processes, and gathering technical requirements
- Good customer relation skills with emphasis on support
- Flexibility to work on multiple projects simultaneously.
- Experience with troubleshooting application Issues.
- Experience with the Software Development Lifecycle
- Experience in Technical Writing, Test Scripts, and Systems documentation
- Experience in ensuring compliance with data security and privacy requirements.

Minimum Qualification
