Why does the job exist?

The purpose of this position, which is assigned to Fenton Lake State Park, is to assist visitors, enforce state laws, ensure the grounds and facilities are clean and safe for enjoyable recreation, and to help with the park interpretive education programing. This will include law enforcement duties to include regular patrol of campground facilities and waters in the area, ensuring compliance with Park rules/regulations and safety regulations. Operate various types of office equipment, power tools, vessels, and heavy equipment. This position is responsible for the general supervision and training of seasonal staff and park volunteers. The position will monitor park operations, while performing general functions of the park administration, fee enhancement, related law enforcement and fulfill managerial requirements when the Park Superintendents or Park Managers are unavailable.

How does it get done?

Provide public safety and customer service by responding to visitor needs and emergencies, such as perform rescue operations, issue citations, make arrests, take statements, conduct investigations, complete reports, and attend court. Complete daily, weekly and monthly logs and reports. Request and attend law enforcement training to meet requirements of a commissioned officer.
Operate various office equipment, power tools, vessels, and heavy equipment. Perform maintenance duties on grounds, roads, trails, park facilities, and vehicle fleet.

Who are the customers?

Internal and external customers, visitors throughout the state of New Mexico and surrounding states who are campers, hikers, and boaters that come to visit the park for a variety of reasons. Local community businesses in surrounding areas of the park.

Ideal Candidate

- The ideal candidate must be a certified NM peace officer.
- The ideal candidate will have a strong working knowledge of parks and recreation management with experience in Law Enforcement.
- The candidate must be able to perform in stressful situations requiring prompt decision making with significant consequences.
- The candidate must have excellent communication, organizational skills, and be able to provide outstanding customer service.
- The candidate must maintain a high level of proficiency with defensive equipment and maintains a high level of mental readiness.
- The candidate must be comfortable conducting investigations, making arrests, serving warrants, issuing citations, responding to calls for service, conducting DUI/BUI Investigations, resolving public disturbance calls, assisting with and/or facilitating water/ice rescues, assisting with and or facilitating search and rescue calls for service, and conducting traffic stops, often with no assistance reasonably available.
- The candidate should be able to develop, coordinate, and present interpretive/education programs for park visitors, school groups, and other community groups.
- The candidate should be able to provide financial accountability for park operations by ensuring compliance with fiscal policies, assisting with budget planning, tracking, and monitoring expenditures, and providing estimates and quotes for park purchases/projects.
- The candidate should be familiar with marine law enforcement operations and be willing to conduct such enforcement.
- The candidate should have extensive boating experience in various weather conditions.

Minimum Qualification

High school diploma or equivalent and one (1) year of experience in parks and recreation management, natural resources, cultural resources, criminal justice, biology, environmental sciences,
forestry, conservation, ecology, water management, geoscience, marine science, energy and sustainability, or a closely related field. Any combination of education from an accredited college or
university in a related field and/or direct experience in this occupation totaling one (1) year may substitute for the required experience. Must hold a current New Mexico Police Officer certification as set forth in Section 29-7-6 NMSA 1978 or be Page 6 of 27 Law Enforcement Park Ranger Series Class Study eligible for Certification by Waiver upon hire, and/or must complete Certification by Waiver within one (1) year of hire.

Employment Requirements

Incumbent must submit to and pass an extensive background investigation and the prescribed physical fitness, medical and psychological examinations. Must be certified NM peace officer or eligible for certification by waiver of previous training in accordance with provisions of Section 29-1-10 NMSA 1978, or must obtain Law Enforcement Certification as set forth in
Section 29-7-6 NMSA 1978 within one (1) year of hire. As a safety sensitive law enforcement position, incumbent will be subject to pre-employment, random, and reasonable suspicion drug testing.

- Must be willing to accept assignment/transfer to another geographic location.
- Moderate to extensive travel in region/state wide area.
- Incumbent is required to live in park housing, if available. (Currently, housing is not available.)
- Weekend and holiday work required.
- Must possess and maintain a valid New Mexico Driver's License.
- Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

This position is a Law Enforcement position and requires the incumbent to be in optimum physical condition. Lifting, bending, standing running, are above average. This position is placed in strenuous situations where physical strength may be necessary to restrain or stop criminal activity. This position works outdoors 70% of the time and is exposed to machinery, adverse weather conditions, and some travel. This position is also administrative. The use of various hand and power tools is required on occasion. Requires working inside and outside, occasionally in adverse weather conditions, extreme cold or heat, for extended periods of time. Due to the nature of park and region work, there is a risk of injury, animal or insect bites, and exposure to infection, dust, allergens, chemicals, and petroleum products. Shift work is required on weekends, holidays and during events held at the park or at another site. Emergency situations may arise requiring extended hours of work or return to work after normal hours. Sitting at a desk or computer workstation is essential.
