THE POSITION
If you have professional auditing experience, are interested in working on high-risk engagements, and want to use your skills to help ensure that taxpayer dollars are being spent as intended, we want to hear from you! The Bureau of Audits, Special Audit Services Division is seeking an Audit Specialist 3 to join our Regional Audit Unit and External Audit Unit. You will take on leadership, planning, and analytical tasks as well as support staff through training and feedback. DESCRIPTION OF WORK
This position plans and performs a variety of audit engagements and works directly with auditees to obtain information needed to satisfy audit objectives. As an Audit Specialist 3, you will perform the following duties:
- Audit Planning: Lead a variety of audits, engagements, and reviews in accordance with generally accepted government auditing standards; assign work and provide constructive feedback to staff
- Program Development: Determine audit programs and objectives; create risk assessments and testing procedures; conduct audit testing in accordance with these goals
- Auditee Contact: Develop questions in order to gain an understanding of the auditee's policies and procedures; conduct interviews and entrance and exit conferences with auditees
- Analytical Review: Interpret agreements, contracts, policies, legislation, rules, and regulations; review and analyze audit findings and documents prepared by staff
- Report Preparation: Complete professional audit workpapers and final reports within our integrated audit management platform, including audit findings and recommendations
- Team Collaboration: Participate in team processes, activities, and career development and training opportunities; adhere to all policies, directives, and codes of conduct requirements while working towards overall strategic plan objectives

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Alternate work schedule (AWS) may be available upon completion of probationary period.
- Telework: You may have the opportunity to work from home (telework) full-time, with occasional in-office days when work dictates such requirements. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as an Audit Specialist 2; or
- Three years of professional auditing experience and a bachelor's degree including or supplemented by eighteen [18] credits in accounting and auditing; or
- Any equivalent combination of experience and training which included the required eighteen [18] credits in accounting and auditing.
Other Requirements:
- This particular position also requires you to possess two or more years of combined full-time experience within the following areas:
- Generally Accepted Government Auditing Standards (GAGAS/Yellow Book)
- Institute of Internal Audit (IIA) Standards
- Information Systems Audit and Control Association (ISACA) Standards
- American Institute of Certified Public Accountants (AICPA) Standards
- Standards for Internal Control in the Federal Government (Green Book)/COSO
- Note: Any combination of experience equaling two years in the above areas is acceptable.

- You must be able to perform essential job functions.
This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.
You must be eligible for selection in accordance with merit system employment regulations.

Promotion Without Examination (PWOE):
- Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications:
- Accountant 2
- Audit Specialist 2
- Auditor 2
- Executive Audit Specialist
- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
