The School Auditing Office’s Pupil Count Supervisor position is responsible for assisting with the management and facilitation of statewide audit processes, which ensure compliance with count requirements associated with the Public School Finance Act, and as described in corresponding Administrative Rules.  The Pupil Count Supervisor will serve as the audit content and subject-matter expert on pupil count funding rules and requirements and will be responsible for all pupil count management activities, including supervising multiple Regulatory Document Compliance Specialists.


This position will also be required to conduct all aspects of assigned compliance audit reviews, from start to finish, to include the validation of all funded student counts (funded pupil, at-risk, ELL funding factor, and Special Education pupil) included in the Total Program funding calculation as outlined in the School Finance Act.  The overall audit process includes, but is not limited to, developing a plan for and scheduling audit reviews, setting and monitoring deadlines, reviewing large quantities of documentation to confirm funding eligibility compliance (as described in the School Finance Act, accompanying Administrative Rules, and published Audit Resource Guides), and drafting audit reports that outline findings and recommendations.  As the Pupil Count Supervisor, this position will be responsible for conducting occasional on-site audit reviews for districts throughout the State of Colorado, as needed and assigned.


Salary Note:
The final salary is anticipated to fall within the range of $90,000 - $95,000 annually; however, it may be higher or lower, depending on the knowledge, skills, abilities, and other qualifications of the preferred internal candidate, while considering internal equity. If the preferred candidate's current salary exceeds the posted range, a salary analysis will be conducted based on factors such as step, the candidate's current experience, etc. No salary decrease will occur.

Major Duties and Responsibilities:

Key Duties and Responsibilities

Count Compliance Lead Functions

  • Serve as a content audit expert related to adopted State Board Rules associated with the School Finance Act (1 CCR 301-39) as well as additional administrative Rules that intersect with pupil count funding requirements.
  • Lead the development, management, and facilitation of statewide Pupil Count audit processes, including but not limited to drafting and finalizing the corresponding annual Audit Resource Guides and Annual Audit Review (AAR) process questionnaires, drafting and finalizing internal standard operating procedures (SOP) and corresponding electronic audit work papers, and developing audit sampling procedures used by the Office.
  • Collaborate with the office’s Count Compliance Support Coordinator to develop training and resource materials for external customers related to the funded pupil count.
  • Provide internal training and assistance to colleagues regarding all aspects of the funded pupil count, including but not limited to conducting peer review of electronic audit work papers and providing count-specific support to colleagues during the audit review process.
  • Monitor and analyze available data and information regarding reporting trends of the funded pupil count during the Student October Count data collection period; reach out to district and BOCES audit contacts and data respondents (as needed) regarding reporting irregularities.
  • Identify and implement updates to pupil count compliance functions based on changes in, but not limited to: legislation, State Board Rule, and data collection practices.
  • Conduct on-site audit review (for assigned counts) for districts throughout the State of Colorado, as required.

Supervisor Functions:

This position does have supervisory responsibilities.   The duties and responsibilities include, but are not limited to:

  • Lead the verification of funding and audit documentation requirements associated with additional pupil count processes, including but not limited to the Duplicate Count process and the Annual Audit Review process.
  • Assist with the management of various office administrative functions, including but not limited to maintaining the office audit Syncplicity folders shared with public school districts and conduct all on-boarding activities for new Office staff. 
  • Models and ensures consistency with organizational values and policies.
  • Clearly communicates expectations and standards to staff.
  • Conducts timely performance management of staff including formal evaluations, on-going and routine feedback, and holding staff accountable.
  • Awareness and approval of employee time worked and work schedules.  This includes approval of time worked for payroll and monitoring and approval of all work schedules including remote work and flex schedules, based upon CDE’s policies.
  • Provides the applicable tools and resources staff require to perform their job.

Total Program Audit Review Functions:

  • Conduct multiple active district- and BOCES- level compliance audit reviews involving the validation of all funded student counts (funded pupil, at-risk, ELL funding factor, and Special Education pupil) used in the Total Program funding calculation as outlined in the School Finance Act.
  • Schedule all audit review activities and ensure all milestones and deadlines are met through the use of effective time management and calendaring.
  • Analyze available information and data to inform the audit review process.
  • Prepare accurate and thorough work papers following standard operating procedures, document all work conducted, and identify audit count adjustments and exceptions; includes providing the logic and methodology used during the audit review process, and executing a variety of quality control validation tests in Excel to verify the accuracy of results.
  • Verify reported district level data through an extensive review of district-provided documentation that includes both program-level and student-level documentation, including but not limited to calendars, bell schedules, contracts, enrollment reports, attendance reports, scheduled instructional hours reports, lunch eligibility status reports, language proficiency, and identified disabilities, if applicable.
  • Communicate with appropriate school district personnel during the audit review process regarding identified questions, issues, and findings. Provide guidance to ensure compliance with rules and statutes.
  • Draft audit letters and reports for districts in order to highlight identified findings and issues found during monitoring and audit reviews, the criteria used as the basis for the exceptions and recommendations to address findings moving forward. Effectively communicate findings, both verbally and in writing, so that the findings are placed in appropriate context and clearly understood.

Work Environment:
This position is full-time and is eligible for a hybrid work environment.
  • Office hours are typically Mon-Fri, 8 am-5 pm.
  • Extended hours during the evening or the weekend may be required by business needs.
  • Occasional travel may be required within the state of Colorado (5%). 
  • Commuting to the CDE buildings is required per business needs. 
  • A Remote (Home) office is required.

MINIMUM EDUCATION  AND EXPERIENCE  REQUIREMENTS:  
This position requires only six (6) years of experience, OR a combination of education and experience totaling six (6) years. 

Minimum Qualifications:
  • Six (6) years of relevant experience in a combination of compliance/performance auditing and project management. 

  • A bachelor’s degree from an accredited college or university can substitute for up to four (4) years of relevant experience.  

Competency and Qualifications Requirements:

  • Experience evaluating information and conducting high-level data analysis as part of the decision-making process associated with the management of a program or project.
  • Experience writing resource documentation for both internal (e.g., standard operating procedures) and external (e.g., resource guides, etc.) customers; previous technical writing experience preferred.
  • Demonstrated experience completing all aspects of a long-term audit or project (from start to finish).
  • Demonstrated ability to follow and utilize standard operating procedures, and logically apply statutes and regulations, to reasonably support all review findings and exceptions.
  • Excellent communication and presentation skills.
  • Detail oriented (i.e., proofing work, spelling, grammar, formatting, etc.).
  • Proven administrative and project management skills.
  • Effective and constructive interpersonal skills.
  • Evidence of strong logical thinking, problem-solving skills, and technical writing skills.
  • Intermediate proficiency in MS Office programs, specifically Excel, Access, and Word.
  • Experience with managing documents using electronic systems in a paperless environment.
  • Ability to effectively balance quality of work and productivity expectations.
  • Demonstrates initiative and exhibits a proactive approach to work.
  • Ability to prioritize and organize work to accommodate and meet the changing needs and goals of the project, as well as complete assignments within prescribed deadlines.
