This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education, and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
The Colorado Child Care Assistance Program (CCCAP) is Colorado’s state-supervised, county-administered childcare subsidy program primarily funded by the Federal Child Care Development Fund (CCDF) through the Child Care Development Block Grant (CCDBG). This Division is dedicated to building a childcare subsidy program that is child-focused, family-friendly, and fair to providers by providing financial assistance for low-income families who are working, searching for employment, pursuing training or higher education, or are enrolled in the Colorado Works Program and need child care services to support their efforts toward self-sufficiency. In addition, the CCCAP Division maintains strong relationships with county and external partners to work towards increasing the accessibility of quality care to children and families across the State. The program is supported by the eligibility and case management system, Child Care Automated Tracking System (CHATS) and the parent and provider system, Attendance Tracking System (ATS).
Description of Job
What you’ll be doing:
This position is responsible for the development, oversight, and management of strategic and day-to-day unit and program support activities of the provider services team and the county monitoring team. This position works in cooperation with the CCCAP Director to identify, develop, implement, and interpret program regulations and policies. This position is responsible for managing special projects as assigned, which may include but are not limited to new program initiatives, information technology projects, program goals, data requests, and collaborations with other programs or agencies. This position coordinates and oversees program support for data requests, county business office staff, and child care providers, which includes but is not limited to providing technical assistance on business office functions within counties, provider support and recruitment, Qualified Exempt provider applications and compliance, and Attendance Tracking System support for providers and clients. This position is also responsible for the development of standard operating procedures, program memos, county communication, provider communication, and client communication. In addition, this position supports the identification and development of training materials for county business office staff, providers, and clients. In addition, this position plays a critical role in the setting of provider reimbursement rates and approval of County Rate Plans.
Additional position duties include, but are not limited to:
- Plan, prioritize, assign, analyze, and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meet standards and deadlines for deliverables to meet program goals and objectives.
- Establish work schedules, review and approve work time and absences.
- Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidates, and hire.
- Recommend promotions and changes in pay, submit PEAT actions.
- Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.
- Identify training and developmental needs, and provide training as needed.
- Provide feedback and coaching, write performance plans, and sign performance evaluations.
- Ensuring support for county workers in the business office and provider outreach and support.
- Coordinate the review and approval of County Rate Plans
- Coordinate the review and approval of county business office policies in the County Plans
- Recommend the strategy for TANF quality transfers and support unit staff in training, coordinating, reviewing, and approving county TANF quality transfers
- Collaborating with the CCCAP Training Team to design training for county workers and child care providers
- Coordinating and providing technical assistance for counties on policy interpretation, the qualified exempt provider process, and business office functions
- Manage internal and external communications for providers on important changes or information regarding CCCAP
- Support unit staff regarding any procurement processes or fiscal needs
- Work with other operational units in the Department to support the business functions of the CCCAP Division
- Oversee the development of new standard operating procedures (SOPs) and updates to existing SOPs and policies that guide the work of the unit staff
- Support and lead internal team processes for CCCAP provider rate setting
- Other duties as assigned

MINIMUM QUALIFICATIONS:
Experience Only: Nine (9) years of direct supervision of policy experience in an occupation related to the work assigned to this position. At least two years of supervision experience is required.
OR,
Education and Experience: A combination of related education and/or Direct supervision of the Policy experience in an occupation related to Program Management II, equal to five (9) years. At least two years of supervision experience is required.
