Colorado Mental Health Hospital in Pueblo is a 24-hour facility
This position will comply with the Office of Civil and Forensic Mental Health/Division of Colorado Mental Health Hospital in Pueblo /Unit: Continuity of Treatment current working arrangements.
Please note: These working arrangements are subject to change
The Clinical Manager establishes tactical plans, proposes program schedules, and formulates clinical treatment policies that are applied by subordinate staff across the hospital. While this position does not execute staffing scheduling, it collaborates directly with the Staffing Manager and the CoT Program Assistant II to identify available or appropriate clinical staff for new group assignments. This position maintains active professional licensure as a Certified Addiction Specialist (CAS) or Licensed Addiction Counselor (LAC) is a mandatory condition of employment. This specific credentialing is required to fulfill the programmatic funding parameters established by the Marijuana Tax Cash Fund, and ensures the Clinical Manager is clinically accountable for validating substance use diagnostics, treatment plans, and clinical consultations hospital-wide. Duties in the position include:
Substance Abuse Program Design, Active Treatment Oversight & Policy Formulation:
- Designs, evaluates, and manages the implementation of integrated substance use disorder (SUD) treatment and active programming across all inpatient units at CMHHIP
- Establishes hospital-wide clinical protocols, diagnostic assessment frameworks, and evidence-based group therapy modalities (such as MET, Matrix Model, and CBT for SUD) to ensure full operational compliance with CMS Active Treatment rules and Joint Commission standards
- Collaborates directly with clinical supervisors, hospital treatment teams, staffing management, and the CoT Program Assistant II to align programming schedules, optimize clinician group assignments, and resolve service gaps
- Analyzes program outcomes, recommends clinical budget resource allocations to the CoT Director, and identifies specialized clinical training needs in partnership with the Education and Training Administrator
- Serves as the formal second-level supervisor over a large clinical department
- Provides direct, formal supervision and signature authority for 7.0 FTE: two (2) Social Worker/Counselor IVs (Clinical Supervisors) and five (5) CRC Addiction Counseling/Specialist staff, holding indirect line authority over 22.0 FTE subordinate clinical staff reporting through the SW/C IV lines
- Performs full-cycle personnel management including recruitment, hiring, performance planning, ongoing evaluations, performance calibrations, and executing corrective or disciplinary actions in strict compliance with CDHS HR guidelines
- Evaluates direct reports' clinical performance metrics against institutional standards, conducts supervisory interventions to address performance deficiencies or ethical concerns, and validates staff credentials and clinical competencies to authorize scope-of-practice assignments for high-acuity therapeutic and forensic services
- Coordinates supervisory leave approvals and staffing allocations with staffing management to ensure uninterrupted clinical group coverage and active treatment compliance
- Utilizes a state vehicle to travel to various locations for supervisory or training needs
- Covers subordinate staff duties due to call-off (i.e. group facilitation, transportation of patient to on- and off-campus groups in a state vehicle, etc.)
- Provides high-level programmatic quality assurance, clinical consulting, and professional consultation
- Reviews and acts upon the quality control audits, clinical data, and reports conducted by the Clinical Auditor
- Initiates immediate follow-up and corrective adjustments for assigned staff in response to missed therapeutic groups or any sub-optimal auditing results
- Reviews and validates the clinical recommendations, diagnostics, and consultation notes provided by CoT staff to interdepartmental Unit Treatment Teams
- Acts as a mediator for clinical disagreements between CoT staff and unit treatment teams as needed
- Consults with the Education and Training Administrator (ETA) about specialized training needs or ideas
- Any quality oversight reports produced by this position are submitted directly to the CoT Director to inform CoT treatment quality throughout the hospital
- Maintains active professional licensure from the State of Colorado (DORA) as a Certified Addiction Specialist (CAS) or Licensed Addiction Counselor (LAC)
- Participates in clinical and administrative education, workshops, and peer-review sessions to ensure that the hospital's addiction treatment and general therapeutic services meet national best practices and remain aligned with changing state and federal regulations
- Responsible for performance of assigned tasks and duties within the scope of practice for this position that do not fall within the realm of duty statements

Minimum Qualifications:
Experience Only:
Nine (9) years of relevant experience in an occupation related to the work assigned to this position.
OR
Education and Experience:A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years.
Special Qualifications:Must possess and maintain active, valid, and unrestricted licensure from the State of Colorado Department of Regulatory Agencies as a Certified Addiction Specialist (CAS) or Licensed Addiction Counselor (LAC).

- Possess the physical ability to successfully complete hospital-adopted physical intervention MANDT and CPR
- Lift arms above head and kick as high as own waist
- Stabilize another person to accomplish a controlled containment to the floor
- Withstand impact on own body using an ASP shield
- Rotate body 90 degrees with feet planted for using a defensive tactic
- Kneel on one or both knees and stand up again with multiple repetitions
- Must be able to see and hear in order to observe, address and respond to potential breaches in safety
- Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury
- Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
- Work in situations involving assaultive behavior, physical control of another person and/or restraint situations
- Ability to read and comprehend the English language; effectively and fluently communicates in English, both verbally and in writing
- Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings

CDHS Selection Process Explanation
Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
