As a cornerstone of the Pueblo community for over a century, Colorado Mental Health Hospital in Pueblo (CMHHIP) is a leading employer, provider of quality mental health services, and a community partner. CMHHIP is a 24 hour behavioral health acute care facility that is intended to provide a safe, secure, and therapeutic setting for patients with both psychiatric and medical issues.  The services provided include evaluation and treatment for patients who are severely mentally ill, and the goal of this facility is to return patients to their optimal level of functioning and assist them in returning to the community as appropriate.


The purpose of the Continuity of Treatment Department is to enhance,  increase and support treatment programming in all CMHHIP patient units by managing clinical staff call-offs and deployment in order to minimize clinical treatment and activities cancellations. The goal of the department is to maintain clinical staffing levels, which assists with patient stabilization, treatment and discharge preparedness.  The department provides clinical training and education on specific treatment approaches, therapeutic and group facilitating skills to mental health clinicians and other clinical staff within the hospital to enhance patient treatment outcomes. The work unit develops and implements staffing systems to ensure treatment and activities are ongoing and not canceled. The department tracks group/activities compliance, clinical staff call-off and backfill data, as well as data on treatment/activities group cancellations.   The department maintains all clinical programming schedules, staff schedules, protocols and group tracking systems.  Staff have an understanding of and experience working with patients with mental health issues, substance abuse issues, developmental disabilities, physical handicaps, legal issues and multiple psychiatric diagnoses.   The legal status of patients may include incompetent-to-proceed, competency exams, not guilty by reason of insanity, short-term or long-term admission, or long-term extension.  The unit goal is to assist in treating the severely mentally ill, return them to their optimal level of functioning and assist them in returning to the community as appropriate.

This position will comply with the Office of Civil and Forensic Mental Health/Division of Colorado Mental Health Hospital in Pueblo /Unit: Continuity of Treatment current working arrangements. 

  Monday - Friday 8:00 a.m. - 5:00 p.m. at the CMHHIP Campus

About the Position: 
The primary purpose of the COT Education and Training Administrator (Training Specialist V) is to serve as the principal clinical education specialist for the entire hospital. While residing in and reporting to the Continuity of Treatment Department, this position directs, manages, and evaluates the comprehensive clinical training program for all clinical staff across all hospital departments. Utilizing adult learning theories and instructional design models, this position develops the hospital's clinical training methodologies and manages the "Continuity of Treatment Curriculum List". The role designs and oversees the clinical portions of New Employee Orientation (NEO) and collaborates extensively with Staff Education and Nursing Education to ensure high-quality, compliant training. Furthermore, this position supervises a dedicated team of training and auditing professionals (Lead Clinical Trainer, Clinical Trainer, Clinical Auditor) to ensure that all clinical facilitators possess the required knowledge, skills, and abilities to perform their duties. Duties in the position include: 

Program Administration & Curriculum Development (Hospital-Wide):
  • Directs the design, implementation, and continuous improvement of hospital-wide clinical training programs
  • Applies advanced principles of adult learning theory and instructional design to develop curriculum, training materials, and educational resources utilized by clinical staff across all departments
  • Designs, implements, and oversees the clinical components of New Employee Orientation (NEO)
  • Manages the official "Continuity of Treatment Curriculum List" and researches evidence-based practices to ensure all training materials reflect current clinical, forensic, and behavioral health standards and follow the Active Treatment Program Manual
  • Establishes long-term educational strategies to address organizational competency gaps in clinical care
  • Consults for other training and educational needs outside of the hospital
  • Utilizes State of Colorado vehicles to commute to other locations for job duties 
Supervision and Leadership of Training/Audit Team: 
  • Serves as the direct supervisor for the CoT training and auditing division, which includes the Lead Clinical Trainer (TS IV), Clinical Trainer (TS III), and Clinical Auditor (HP III)
  • Directs this team in executing the hospital-wide clinical education mission
  • Performs all full formal supervisory duties, including hiring, promoting, setting performance objectives, conducting performance evaluations, approving leave, resolving disputes, and implementing corrective actions
  • Guides subordinate staff in the application of training theories and auditing protocols
Clinical Auditing Oversight & Needs Assessment: 
  • Oversees the clinical auditing program to systematically identify organizational learning needs across multiple clinical departments
  • Directs the Clinical Auditor in establishing audit parameters for treatment facilitation, documentation, and SOP compliance
  • Analyzes aggregate audit data, variance reports, and risk management findings from across the hospital to conduct comprehensive Training Needs Assessments (TNA). Uses these assessments to pinpoint critical competency gaps and direct the training team in developing targeted educational interventions
Strategic Consultation & Interdepartmental Coordination:
  • Acts as the primary clinical training consultant for the Director of Continuity of Treatment and hospital executive leadership
  • Collaborates intensively with Staff Education and Nursing Education to ensure alignment of clinical training with the master group schedule, nursing workflows, and organizational strategic goals
  • Serves as the subject matter expert on clinical education, providing guidance on staff readiness, continuing education credentialing, and regulatory compliance related to staff training
Professional and Other Duties as Assigned:
  • Participates in orientation, educational workshops, discipline meetings, and training to assure and maintain competency in the provision of their license and treatment services
  • Provides consultation and training regarding clinical issues on a functional basis with clinical staff and discipline members
  • Participates in clinical and administrative supervision to enhance, ensure, and confirm skills, knowledge, competency, and understanding of assigned cases and team, discipline, and hospital processes
  • Participates in various hospital projects or committees to enhance project success by providing expert insight and knowledge of specialized topics
  • Responsible for the performance of assigned tasks and duties within the scope of practice for this position that do not fall within the realm of duty statements above

Nine (9) years of relevant experience in an occupation related to the work assigned to this position

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years.

  • Stabilize another person to accomplish a controlled containment to the floor
  • Withstand impact on own body using an ASP shield
  • Rotate body 90 degrees with feet planted for using a defensive tactic
  • Kneel on one or both knees and stand up again with multiple repetitions
  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety
  • Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury
  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations
  • Ability to read and comprehend the English language; effectively and fluently communicates in English, both verbally and in writing
  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings 
  • Willing and able to travel
  • 2-step TB (tuberculosis) screening 
  • Annual influenza vaccination
  • Other vaccinations as required by the State of Colorado


CDHS Selection Process Explanation

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
