Location: This is a transfer opportunity for a Corrections Case Manager I located at Offender Services at Headquarters in Colorado Springs.

This notice provides instructions about how to submit a request for a lateral transfer, voluntary demotion or classification transfer (collectively referred to as a transfer in these instructions) to a different facility within the Colorado Department of Corrections (CDOC). The CDOC Office of Human Resources (OHR) administers the Centralized Transfer Process (CTP) for covered positions. When filling a covered position with a transfer, an AA will consult with OHR.

Description of Job

**Please note: all applications for transfer requests must be approved by the employee’s current Appointing Authority. After OHR reviews your application - if your name is being considered for a transfer, we will contact your current Appointing Authority at that time for review of your transfer request.

This position exists to centrally monitor all offender classification actions requiring initial facility assignment or reassignment. Final authorization to such actions can be made by this position. This position also monitors offender population management to ensure proper assignments while balancing the rated capacities of each facility under control or in contract with the Department of Corrections. The position acts as a liaison to facilities. This is an Entry Level position in the Central Classification Unit.
 
Job duties and responsibilities include, but are not limited to:
  • Conducts thorough reviews of diagnostic case manager initial assessments and admission data summary, to include information about, criminal history, social history, medical, dental, mental health needs, occupational experience and interests, vocational programming, and educational status in addition to the information contained within the offender’s diagnostic summary and electronic files and any prior case management notes, case plans, or progress summaries;
  • Authorizes final classification and facility assignment of all offenders to ensure public, staff and offender safety by reviewing all relevant case file material, automate data and recommendations from facility case manager and classification committees and documenting each decision;
  • Liaison for Offender Services to assigned facilities for coordination of inmate movement, classification issues, disciplinary, grievance and due process procedures. Analyze facility bed space availability by balancing and computing daily inmate movement;
  • Retrieves, enters, updates and finalizes offender information within the database by accessing computer data to ensure accuracy of each offender's record with regard to Offender Systems;
  • Ensures compliance with state statutes, correctional standards, department and administrative regulations and federal laws related to Offender Classification, disciplinary, case management, through regular auditing of offender records. Satisfy inquiries from outside legal jurisdictions, facility personnel, inmates and the general public through written and oral communication in an effort to resolve complaints, issues and problems concerning Offender Systems;
  • Recommends changes to departmental policy regarding Offender Classification, case management, due process, administrative segregation and population management procedures. Recommends changes to the supervisor and director regarding the tracking of facility population and management of available bed space;
  • Recommends offender classification overrides for facility placement;
  • Recommends specialized needs placement (incentive unit/restricted privileges/residential treatment program);
  • Position collaborates with facility management level staff on inmate facility assignments, utilizing systems, policies and principles when non-typical housing needs arise;
  • Reviews classification and determines placement of offenders in the system depending on criteria, custody level, custody issues, and time frames.

If you are applying as a Voluntary Demotion, you must be in a current classification that is higher than a Corrections Case Manager I (A1A1XX).or you must have been previously certified at the level of Corrections Case Manager I (A1A1XX). You must also meet the minimum qualifications listed below.

If you are applying as a Classification Transfer, your current classification must have the same pay range maximum as a Corrections Case Manager I (A1A1XX).\ and you must also meet the minimum qualifications listed below

A1A1XX Corrections Case Manager I

Minimum Qualifications:

Three (3) years of experience working directly with a *hard to serve high needs client population in a correctional or human services environment providing case management work to include case planning, assessment of risks and needs, coordination of community services and/or identifying needs and referring to appropriate resources, and monitoring compliance and overall case supervision as your primary assignment

Additional components may include multidisciplinary staffing/regular meetings, resolving client issues, and aiding offenders in locating housing and acquiring employment.

*Hard to serve high needs clients include individuals with multiple barriers to employment, lack of educational or occupational skills attainment, low-income workers earning wages below self-sufficiency, low levels of literacy or English proficiency, disability status, basic skills deficient, homelessness, ex-offenders and justice involved, and public assistance dependency.

Three (3) years of  *corrections experience which must include one (1) year experience with a hard to serve, high needs client population providing components of management of incarcerated individuals exhibited by involvement and familiarity with processes that directly affect classification, programming, or daily living which provide progressive opportunities for appropriate placement to include involvement in: Internal Classification Committees (ICC), Classification Hearings, Job Placement and Supervision, Individualized Program Instruction/Tutoring, Multi-Disciplinary Staffing, Responding to Grievances and Resolving  Issues of incarcerated individuals, Housing Placement and Movement of incarcerated individuals, Intelligence Gathering and Processing, as well as Role Modeling Pro-Social Behaviors while maintaining Positive Professional Communications by providing the incarcerated population with Crisis Intervention.

Additional components may include components such as aiding in locating housing, help with acquiring employment, and community resources/ support to include regular meetings with clients, coordination of services and/ or assessing client's needs and referring to appropriate program intervention. Experience may also include aiding clients with over coming barriers for stability in reaching re-entry goals. 

*Corrections-related experience is defined as experience in which the employee provided a direct service to/with clients detained against their will such as custody/control, teaching, social work, nursing, food service, and general maintenance; or supervised inmates in the implementation of a program such as correctional industries. This experience is not earned in clerical support programs. 

- OR - 

A combination of education (Criminal Justice, Social Work, Sociology, Psychology or similarly related field) and experience as defined above equal to three (3) years.

Any work experience less than full time will be prorated. Experience must be clearly described, in your own words, within the work experience section of your application to meet this requirement. Positions held within CDOC must be separated by classification, dates, and duties or the application may not be accepted.

NOTE:  CO I and clerical support experience does not have the authority outlined in the minimum qualifications to perform components of offender management as it relates to classification hearings, ICC, Multi disciplinary staffing, vetting responses to inmate grievances etc.  Therefore, experience as a CO I and clerical support does not meet the definition of offender management as outlined in the minimum qualifications.

  • Experience providing case management or offender management services as defined above;
  • Experience working with inmates;
  • Thorough knowledge of Evidence Based Practices and Interventions for the successful re-entry of inmates;
  • Proven ability to provide efficient and effective service to hard to serve population with medium/high risk needs;
  • Excellent ability to coordinate services and cooperate with others toward a common goal;
  • Proficiency in Microsoft Office (Word, Excel) and Google Suite (Gmail, Drive, Sheets, Docs).
