Description of Job

The Work Unit: 

The Office of Innovations in Planning and Air Quality Assessment (OIP) is part of the Regulatory Affairs Program within the Colorado Air Pollution Control Division. The purposes of OIP are to support the Division’s air quality planning and strategic development activities, conduct air quality assessment work, and serve as a bridge between different programs within the Division that conduct air quality planning and assessment

What You Will Do:

This position leads the work conducted by the Office of Innovations in Planning. This position serves as the first line supervisor for two full time supervisory staff (Policy Innovations Unit and Data Innovations Unit) and second line supervisor for staff within these two units. This position assigns tasks, monitors progress and work flow, checks the product for timeliness and correctness or soundness, establishes work standards, schedules work, including signing leave requests and approving work hours, and provides input and recommendations to the Deputy Director of Regulatory Affairs.

This position oversees a variety of strategic and planning initiatives within the Division, as well as oversees the management and assessment of data in support of various planning and strategic development projects. This position serves as a key component in ensuring that planning and air quality assessment activities within different programs within the Division are well coordinated.

Key Responsibilities:

  • Management and Leadership  

    • This position is responsible for the management and leadership of OIP. Manage and lead the various programs overseen by OIP.

    • Develop work plans and strategic objectives and provide input to the division’s work plan and strategic plans. Identify opportunities to improve unit work processes (including staff training programs), recommend improvements to the Deputy Director for Regulatory Affairs and implement process improvements.

    • Develop data and metrics to inform decision-making. Monitor and report on progress of OIP in achieving objectives for quality and quantity of work.

    • Conduct personnel planning, budgeting, and other management tasks for OIP. Negotiate and manage contracts related as needed.

  • Supervision 

    • Provide direct supervision to Policy Innovations Unit and Data Innovations Unit Supervisors – ensuring appropriate support is provided to supervisees to complete responsibilities and opportunities for professional development are available.

    • Plan, prioritize, assign, analyze, and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.

    • Establish work schedules, review and approve work time and absences using the automated system. Identify training and developmental needs, and provide training to develop skills.

    • Provide feedback and coaching; write, review, and sign performance plans; evaluate and sign performance evaluations.

    • Develop work plans, make assignments, provide guidance, provide clear expectations, support, conduct performance management, and ensure personnel are successful in accomplishing their duties.

    • Resolve employee performance problems and issues, disputes, and informal (Step 1) grievances and issue corrective actions and initiate discipline as needed.

    • Write and review position descriptions, recommend promotions or demotions, changes in pay, and sign personnel action forms.

    • Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview applicants, and hire.

    • Maintain up-to-date knowledge of Department and Statewide policies and procedures.

  • Provide Technical and Policy Expertise 
    This position has a direct role in air quality policy development and air quality data management and assessment in support of division, department and state air quality goals. This includes: analyzing emissions data; assessing the potential impact of different emission sources; analyzing the feasibility and cost effectiveness of various control strategies; analyzing and assessing current state and federal air quality requirements, and identifying gaps in these requirements that might be filled with new or modified requirements. This position provides expert policy advice, technical insights, regulatory interpretation, and guidance to Division staff and external stakeholders on matters related to air quality policy development and technical analysis, and regulatory development. The position works with division staff and external stakeholders to conduct outreach to inform air quality policy development and air quality assessment processes to ensure meaningful engagement with impacted parties, inclusion of disproportionately Impacted communities, and consultation of subject matter experts.

  • Communication and Partnership Development 
    Ensure program communications align with division, department, and executive branch expectations including being accurate, understandable, focused on environmental and public health outcomes, and are person-centered. Communicate regarding program operations with staff, leadership and other department partners. Engage in department, division, and program meetings to ensure coordination. Ensure leadership is timely informed of key events, federal, state and local regulatory and policy efforts. Appropriately and professionally elevate issues to leadership to ensure they are timely informed and prepared before an action escalates. Represent the office, division, and department in federal, state, local and community efforts including workgroups, coalitions, and standing committees. Develop work products for or represent the department at independent, type-1 boards and commissions. Communicate about a wide range of air quality issues with a divergent set of stakeholders. Build partnerships with local governments, NGO’s, community organizations, the RAQC, EPA and other stakeholders in order to develop effective and efficient air quality regulations. Develop or oversee the development of strong oral and written communications that demonstrate an understanding of the purpose of the communication, the intended audience and utilize different modes of communication (informative, instructive, business and persuasive) in a variety of settings such as performance reporting, mandated reports, inspection reports, regulations or policies, guidance and compliance assistance, and communications for communities and individual consumers.

  • Other Duties as Assigned
    Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Minimum Qualifications:
NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Ten (10) years of experience in public policy; environmental science, law, or engineering; air quality regulation and/or policy; or other related work.


Or

Education and Experience:

A combination of related education and/or relevant experience in public policy; environmental science, law, or engineering; air quality regulation and/or policy; or other related work equal to ten (10) years

PREFERRED QUALIFICATIONS:
