Description of Job

The Work Unit: 

The Division of Environmental Health and Sustainability (DEHS) is comprised of 14 units implementing a variety of programs and service offerings for the Colorado Department of Public Health and Environment (the department) to protect and improve Colorado's environment and human health. The Colorado Circular Communities Enterprise (C3), within the Division of Environmental Health and Sustainability, oversees outreach and technical assistance, as well as contract monitoring and administration of all funding, grants and contracts for the C3 program. In addition, this team works with the C3 board administrator to support board strategic goals and priorities. The team consists of two units, Outreach and Technical Assistance (OTA) and Grant and Enterprise Management (GEM).

 

What You Will Do:

The position serves as the manager of the C3 enterprise, created in 25-16.5-109 C.R.S. The position advises the C3 board of directors on policy and programmatic matters related to furthering the circular economy in Colorado, while also ensuring the determinations by the C3 Board of Directors is in line with the law and legislative intent and direction. In addition, the position is responsible for supervision of three FTE (positions 01953, 00680, and 02439) as well as the second level supervisor for the staff reporting to positions 01953 and 02439. The position is responsible for management of the enterprise’s finances, to include revolving loans and bond debt service. Lastly, the position is responsible for developing, enhancing, and maintaining stakeholder relationships, to include, but not limited to, waste haulers, recyclers, waste processors, manufacturers, local governments, and other state agencies.  


Key Responsibilities: 

  • Execute the C3 strategic plan as designed by the board of directors. 

  • Plan, prioritize, and assign workload, and analyze and monitor workflow and progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.

  • Collaborate, partner, and maintain relationships with key circularity stakeholders such as Recycle Colorado, Colorado EcoCycle, waste and recycling haulers, local governments, state agencies, the Governor’s Office, and the General Assembly.

A combination of related education in Business Management, Administration or relevant experience in an occupation related to the work assigned equal to ten (10) years, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives

PREFERRED QUALIFICATIONS:

In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:  


Relevant experience with the State of Colorado 

  1. Knowledge of grants and funding process

  2. Experience in establishing work schedules, reviewing and approving work time and absences

  3. Experience in resolving performance problems, issues, disputes, and formal (Step 1) grievances

  4. Experience with collaboration, partnering, and maintaining relationships with key circularity stakeholders such as Recycle Colorado, Colorado EcoCycle, waste and recycling haulers, local governments, state agencies, the Governor’s Office, and the General Assembly


CONDITIONS OF EMPLOYMENT: Must match approved PD
