As a Community Health Nurse Administrator for the Department of Health, you guide key initiatives that protect and strengthen community health. DESCRIPTION OF WORK
This position leads public health services across multiple districts, ensuring programs are well-coordinated, effective, and aligned with statewide priorities. It guides nursing staff, oversees clinical and emergency activities, and supports partnerships that strengthen community health. As a Community Health Nurse Administrator, you will perform the following duties:
- District Oversight: Review county assessments, direct health promotion efforts, and guide program priorities
- Clinical Leadership: Plan clinical services, manage emergency response activities, and ensure consistent public health practices
- Disease Investigation: Collaborate with epidemiology programs to ensure timely and complete investigation of reportable conditions
- Program Monitoring: Access public health systems to track data and evaluate community health programs
- Staff Guidance: Provide consultation, support staff development, and oversee training and competency activities
- Phone Assistance: Serve as coverage for the public health hotline to ensure that urgent concerns are addressed promptly

Work Schedule and Additional Information:
- Full-time employment, 37.5 hours per week
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- The work location will be determined based on the selected candidate. This position can be headquartered in any Northwest District county (Clarion, Clearfield, Crawford, Elk, Forest, Jefferson, Lawrence, McKean, Mercer, Venango, Warren) or Southwest District county (Armstrong, Beaver, Butler, Cambria, Fayette, Greene, Indiana, Somerset, Washington, Westmoreland).
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in one of the Northwest or Southwest District counties listed above. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Four years of professional community or public health nursing experience supplemented by two years of experience supervising registered nurses; or
- An equivalent combination of experience and training that includes three years of professional community or public health nursing experience supplemented by two years of experience supervising registered nurses.
Special Requirements:
- This position requires active authorization to practice as a Registered Nurse in Pennsylvania.
- All employees possessing an active temporary practice permit must obtain licensure as a Registered Nurse within the one (1) year period defined by the Pennsylvania State Board of Nursing.
Other Requirements:
- PA residency requirement is currently waived for this title.
- You must be able to perform essential job functions.
Legal Requirements:
- You must pass a background investigation.
- This position falls under the provisions of the Child Protective Services Law.
- Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.
You must be eligible for selection in accordance with merit system employment regulations.

- Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in the following classification:
- Community Health Nurse Supervisor
- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower class by the posting closing date with no break in service.
