About The Division:

Join the Budget & Internal Accounting division as the Budget and Internal Accounting Manager. Work reviewing guidelines, procedures, rules and regulations. Establish priorities, standards and measurement tools for determining progress with meeting goals. Coordinates and evaluates program activities, develops legislative appropriations requests and internal operating budgets. Meets with legislators, legislative committees, the Governor's Office and the Legislative Budget Board. Recommend funding priorities and alternatives to Executive Management.

 

8 a.m. to 5 p.m., Monday through Friday, 40 hours. Occasional weekend and/or late-evening work may be required. Actual work hours may change based on business need.

 

Minimum Qualifications

  • Bachelor's degree.

  • 8 years of state agency progressive experience in strategic planning, accounting, budgeting or financial analysis capacity.

  • 5 years of experience supervising or managing staff.

     

Preferred Qualifications

  • Bachelor's degree in business administration.

  • Experience with the State of Texas Strategic Planning and Budgeting (SPB) system.

  • Experience developing operating budgets and/or Legislative Appropriation Requests (LARs).

  • Experience coordinating and evaluating program activities or business functions.

  • Experience with internal accounting functions of the Centralized Accounting and Personnel/Payroll System of Texas (CAPPS) and/or the Uniform Statewide Accounting System (USAS).

 

Substitutions

  • One (1) additional year of state agency experience in a planning or financial analysis capacity may substitute for each year (30 semester hours) of the required education, with a maximum substitution of 120 semester hours (four years).

 

Licenses and Certifications

  • A valid Texas (or state of residency) driver's license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months; valid Texas driver's license (or state of residency driver's license); and current proof of automobile insurance. 

  • The following professional certifications are preferred: 

    • Certified Public Accountant (CPA)

    • Certified Public Finance Officer (CPFA)

    • Certified Government Financial Manager (CGFM)

 

In this role you will:

Provides direction and managerial guidance to division employees:

  • Provides professional oversight and guidance to division staff to ensure compliance with established standards and procedures.

  • Demonstrates professional conduct and adherence to agency policies.

  • Communicates the division and department's goals and objectives.

  • Motivates staff to perform at full potential.

  • Serves as a model, mentor and motivator to employees.

  • Prepares performance appraisals of staff in the division.

  • Manages training plans for department staff.

  • Creates and implements a culture of continuous improvement. 

  • Updates performance appraisals and training plans for department employees.

  • Develops plans and alternatives that increase efficiency and productivity while considering agency goals, policies and procedures.

  • Reviews and approves management, productivity, and financial reports and summaries.

Provides oversight into all internal financial support services for the agency including: 

  • Manages agency biennial appropriations request and internal operating budget. 

  • Coordinates questions and issues with the Governor's Office, Legislative Budget Board, legislators and legislative committees.

  • Reviews and approves budget preparation and expenditure monitoring, vendor payments, accounting and financial reporting, payroll and information resource planning activities.

  • Reviews results of reports and ensures accuracy and timeliness to provide the highest levels of services to internal and external clients.

  • Reviews and approves management, productivity, and financial reports and summaries.

  • Recommends agency funding options and alternatives as required.

  • Continuously monitors agency expenditures to ensure compliance with budgetary directives and mandates.

  • Organizes resources to meet department goals and objectives.

  • Develops budget plans, business plans and directs employee workloads.

  • Approves all salary actions and non-salary expenditures incurred by the department including amendments to operating budget.

  • Ensures that staff meetings are held on a regular basis to disseminate information to department supervisors and staff.

  • Ensures that documents meet Records Retention requirements.

  • Serve as a liaison, representative, and subject matter expert for Budget and Internal Accounting for stakeholders, external organizations, and other agencies.

  • Represents Budget and Internal Accounting at meetings, workgroups, conferences, committees, panels, and other events as needed.

  • Performs special projects and other related duties as assigned.
