Position Duties
The County Performance and Administration team is hiring for three positions with similar responsibilities, with each position supporting programs across the team. While all three positions will work collaboratively with each program, their primary assignments may differ. Here are the primary duties:
- Revaluation Program: One position will primarily support the Revaluation Program.
- Current Use, Education & Accreditation Programs: One position will primarily support the Current Use, Education, and Accreditation programs.
- Flexible Program Assignment: This position will be assigned a program annually depending on the greatest workload and highest operational need.
As a County Review Auditor (PAS4), you will provide support to county officials relating to the performance and compliance of property tax laws for all programs assigned to County Performance and Administration. You will also review and audit county property tax operations and programs while providing technical assistance to county staff, taxing districts, taxpayers and other stakeholders. Assigned areas may include revaluation, assessment appeals, current use, and levies. Here are some of your other responsibilities:
- Gathers information relating to efficient and effective property tax assessment and administration practices, identifies best practices, develops reports and distributes to county officials and their staff.
- Assists program specialists with legislative analysis, policy guidance, and updates to forms, publications, administrative rules, and providing technical training to county assessors and their staff.
- Backup for property tax program specialists, provides general advice and guidance to elected officials, county assessment personnel, agency staff, and taxpayers in assigned program areas.
- Assists property tax program specialists with providing technical training to county assessors and their staff, as well as targeted training developed for impacted groups.
- Assists with updating forms, training materials, publications, and resource guides relating to legislative or other program changes.
- Maintains program databases, manuals, and webpages (e.g., Property Tax Resource Center) to ensure accurate information.
- Reviews and processes accreditation initial and renewal applications to ensure compliance with statutory training requirements according to established deadlines; maintaining records, issue certificates, and tracks continuing education compliance.
Minimum Qualifications
We are looking for a motivated professional with these competencies to ensure effective performance in overseeing property tax programs and managing educational initiatives. The ideal candidate will possess the following knowledge, skills, and abilities:
Knowledge
- Demonstrated knowledge of Washington State property tax laws, administrative rules, policies, and procedures applicable to one or more property tax programs; evidenced through experience interpreting, applying, administering, or evaluating statutory, regulatory, or policy requirements within a legal, regulatory, or technical environment.
- Working knowledge of legislative and governmental processes; evidenced through experience analyzing proposed or enacted legislation, evaluating operational impacts, or assisting with the implementation of legislative or policy changes.
Skills
- Demonstrated skill researching, analyzing, and interpreting complex statutes, administrative rules, policies, technical guidance, and/or other specialized information; evidenced through experience identifying applicable requirements, evaluating technical issues, and developing well-supported conclusions or recommendations.
- Demonstrated skill applying critical thinking and sound professional judgment to complex issues; evidenced through experience evaluating facts, identifying relevant considerations, analyzing alternatives, and developing practical solutions in situations where guidance or outcomes are not clearly defined.
- Demonstrated skill independently acquiring and applying technical knowledge; evidenced through experience researching unfamiliar subject matter, learning complex concepts, synthesizing information from multiple sources, and applying new knowledge to resolve issues or support decisions.
- Demonstrated skill preparing clear, concise, and technically accurate written products; evidenced through experience developing reports, findings, recommendations, guidance materials, correspondence, or other documentation that communicates complex information to technical and non-technical audiences.
- Demonstrated skill communicating complex technical information effectively; evidenced through experience providing consultation, responding to inquiries, facilitating discussions, or explaining technical requirements to diverse audiences.
Abilities
- Demonstrated ability to conduct objective evaluations of programs, processes, or practices; evidenced through experience identifying compliance concerns, evaluating operational effectiveness, documenting findings, and recommending improvements.

The above Knowledge, Skills, and Abilities may be obtained by the following:
Professional experience in any of the following:
- Providing technical expertise on federal, state or local programs.
- Appraising real and/or personal property
- Auditing and/or accounting
- A related business field such as buying/selling/leasing real estate or property management
OR
Direct professional program experience in federal, city, county and/or state government.
Preference will be given to those that possess the below qualifications.
Knowledge:
- In-depth knowledge of Washington property tax administration and related programs; demonstrated through experience working within property tax disciplines and applying interconnected statutory, regulatory, and policy requirements to complex issues.
- Knowledge of statewide program development and implementation; demonstrated through experience evaluating the impact of legislation, policy, or regulatory changes and translating requirements into operational practices, guidance, or training.
Skills:
- Expertise in resolving complex issues; demonstrated through experience researching ambiguous requirements, weighing competing interpretations, and developing defensible solutions or recommendations.
- Ability to translate complex requirements into practical guidance; demonstrated through experience developing policies, procedures, advisories, training, or other resources used by staff or external stakeholders.
- Strong analytical and evaluative capability; demonstrated through experience identifying trends, systemic issues, or program risks and using data and research to recommend meaningful improvements.
- Effective consultation and facilitation skills; demonstrated through experience serving as a technical resource, leading difficult discussions, and helping diverse stakeholders reach a clear understanding of complex issues.
Abilities:
- Ability to lead complex assignments with limited direction; demonstrated through experience establishing scope and priorities, coordinating participants, resolving issues, and delivering complete work products.
- Ability to see beyond individual cases to broader program impacts; demonstrated through experience identifying recurring issues, assessing root causes, and recommending changes to improve consistency, efficiency, or compliance.
- Ability to influence and support program direction; demonstrated through experience advising leadership, mentoring others, shaping policy or procedures, and contributing to significant program or organizational decisions.
The above Knowledge, Skills, and Abilities may be obtained by the following:
A bachelor’s degree involving major study in business or public administration, finance, real estate, economics, accounting, political science, or related field.
AND/OR
Experience in business activities such as accounting, auditing, buying/selling/leasing real estate, or appraising real and/or personal property.

One year of experience as a Property & Acquisition Specialist 3.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
