Full Salary Range:  $8,071.00 - $12,914.00/month; $96,852.00 - $154,968.00/year

Position Duties

About the Work Unit
The Port of Entry exists to ensure the safe operation of commercial motor vehicles in the State of Colorado by improving the safety and security of commercial motor vehicles (CMVs).  Port of Entry Officers at all levels are statutory peace officers as defined by Colorado Revised Statute §§ 16-2.5-115. The unit works proactively with all stakeholders to reduce commercial motor vehicle accidents and preserve the highway infrastructure through the enforcement of state and federal CMV safety laws and regulations. The unit assists in establishing and maintaining effective commercial vehicle operating standards, enforcement practices, strategies, and penalties that provide the basis for uniformity in the enforcement community and compatibility with all stakeholders.

  • Mon-Fri, 8 am-5 pm.  


About the Job

This position exists to direct a portion of the business operations of the statewide Port of Entry operation that includes multiple state programs. This position manages the daily operation of multiple work units through a district-level first-line supervisor.  This position assists in the development of the tactical operations plan for the Port of Entry. This position also assists in the development of the branch strategic plan, including the development and implementation of the strategic plans that integrate POE business operations with the POE and the Colorado State Patrol mission and goals.  The Port of Entry Deputy Director monitors and recommends individual district port of entry budgets, approves and disapproves expenditures, and assists in developing proposed legislation and/or rules.  The position directs the development and implementation of Colorado’s size and weight plan and works closely with other state and federal agencies to assure the state continues to receive federal funds of approximately 387 million dollars that is used for highway and bridge construction and maintenance. The Port of Entry Deputy Director will adapt and integrate management and law enforcement and regulatory training concepts and principles, as well as utilizing personal discretion and judgment, to manage and guide a law enforcement unit toward optimum performance and achievement, recommending the adjustment of procedures and methods to ever-changing and evolving conditions.


Key Responsibilities: 
Program Management and Leadership
As one of two Deputy Directors of the Port of Entry, this position participates in the development of and implementation of goals and objectives for the Port of Entry section and assigned district supervisors.  This involves assisting with the development of strategic goals, objectives, and tactical operations plans, measuring compliance and monitoring performance, as it relates to POE Director, Motor Carrier Safety Branch Commander, members of industry, and principal administrators of other local state and federal agencies. This position is directly involved in the formulation of budgets and staffing patterns as part of the organization of the POE. 

Management and Leadership
The Port of Entry Deputy Director provides direct supervision for up to 5 Port of Entry District Supervisors (POE Officer III), and the Equipment and Technical Support Officer (POE Officer II), as well as managing the day-to-day operation and business affairs of either five fixed facilities statewide, or four fixed and one mobile Port to assure that performance objectives are achieved. This position will ensure appropriate resources and supplies are obtained, and budgets and staffing patterns are formulated for each district to achieve an overall balance of resources throughout the POE.

This position delegates investigations or inquiries concerning complaints and resolves issues that are received from commercial carriers and will make recommendations regarding formal corrective actions as necessary, and as delegated by the POE Director.  

Business Operations
The Port of Entry Deputy Director analyzes and approves the Port of Entry Branch strategic or tactical operations plan and subsequent changes to the plan during the year to assure that section is meeting both the short and long-term business goals of the Port of Entry Branch, and the Colorado State Patrol as part of the management team of the division.

Research and Technical Expertise
The Port of Entry Deputy Director determines and recommends Port of Entry Branch legislative needs as necessary to assure appropriate commercial motor carrier safety and size and weight requirements are met. The position serves as a subject matter expert regarding proposed legislation or rules and their impact on safety and size and weight enforcement and as a member in state and national committees or organizations that analyze new and existing technology or best practices to provide the basis for uniformity, compatibility, and reciprocity among states and industry partners.

The position determines and implements priorities in an effort to assure the development of technologically advanced systems that may be linked to a national system. It will collaborate with adjoining states regarding potential joint port agreements or other programs to support goods’ safe and efficient movement nationwide. 

Data Analysis and Reporting

As the lead agency for the Federal Highway Administration Annual Size and Weight Plan and Certification, the Port of Entry Deputy Director provides technical and subject matter expertise for the annual plan and certification documents showing the plan has been achieved.  The position works closely with other regulatory and enforcement entities to assure uniformity between Colorado’s statutes and federal regulations so that Colorado continues to receive federal funds necessary for needed highway maintenance and construction. Other tasks include analyzing data from the POE system, safety inspections or other sources to inform the operations.

Option 1

Nine (9) years of progressively responsible professional experience in the public safety, law enforcement, administrative regulatory or a regulatory enforcement field that included all of the following: 

  1. Three (3) years of professional experience overseeing safety protocols within the Colorado State Patrol Port of Entry program.

  2. Three (3) years of demonstrated professional experience in policy, strategy and budget setting. 

OR

Option 2

Bachelor's degree from an accredited institution in any field of study and five (5) years of progressively responsible professional experience in the public safety, law enforcement, administrative regulatory or a regulatory enforcement field that included all of the following: 

  1. Three (3) years of professional experience overseeing safety protocols within the Colorado State Patrol Port of Entry program.

  2. Three (3) years of demonstrated professional experience in policy, strategy and budget setting. 

OR

A Master's degree from an accredited institution in any field of study and three (3) years of progressively responsible professional experience in the public safety, law enforcement, administrative regulatory or a regulatory enforcement field that included all of the following: 

  1. Three (3) years of professional experience overseeing safety protocols within the Colorado State Patrol Port of Entry program.

  2. Three (3) years of demonstrated professional experience in policy, strategy and budget setting.

Preferred Competencies
  • Bachelors, Masters, or Associates degree in: Criminal Justice, Business Administration, Law Enforcement Science/Administration, Criminology.
  • Track record of successfully leading organizational change and gaining compliance from subordinates.
  • Advanced knowledge and proficiency in legislation and rules regarding commercial vehicle safety and weight requirements.
  • Strong experience in curriculum development and providing training.


CONDITIONS OF EMPLOYMENT

  • Statewide Travel is required on an occasional basis (80% office/20% travel); Out-of-state travel may be required.
  • Must have a valid Colorado Driver's License.
