The New York State Department of State manages public programs and services, including data management policy and strategy. The Data Analyst 1 will design and implement data processing and analysis solutions, maintain data management systems and documentation, address data quality issues, analyze trends, support data stewards, and assist with data literacy training and retention policies.

What you'll do:

• Lead or facilitate activities with various business units to iteratively design, build and implement data processing and analysis solutions in the context of projects developed, selected, and assigned by OATEA management to meet the department's strategic policy objectives. Assure that data quality issues are addressed, including accuracy, completeness, validity, consistency, timeliness, and fitness for purpose
• Draft and maintain comprehensive technical documentation, including definitions and requirements, needed to adopt and operate solutions for which the DA-1 is responsible
• Draft business and technical documentation in collaboration with data stewards as needed to fulfill data cataloging requirements defined in the department's Data Steward Handbook
• Provide input on current approaches to data analytics and usage by participating in process improvement exercises such as Kaizen, major initiative planning, and internal audits, and recommending approaches to address associated data management issues
• Develop solutions for data extraction, aggregation, and quality assurance in collaboration with program data stewards. Create, support, maintain and incrementally improve internally developed data management systems using tools available to the department, which may include Microsoft Dynamics, Microsoft Power Bl, Microsoft Azure, Microsoft Excel, Microsoft Access, Microsoft SharePoint, and ESRI ArcGIS Online
• Collaborate with data stewards and stakeholders to identify trends and root causes, summarizing results and generating written reports. This includes developing tools and written guides that empower data stewards to build, maintain, and utilize these business supports with increasing autonomy
• Develop and maintain expertise in policies, processes, personnel, and tools needed to perform assigned tasks. Pursue relevant training, certification, and continuing education as needed
• Assist with the preparation of self-guided training materials and the development/execution of interactive training activities to improve staff data literacy, particularly for cultivating technical skills among the department's designated data stewards
• Assist data stewards to define, select, and apply retention policies for each registered data asset (ACA §57.05)

What they're looking for:

• Four years of experience* in data visualization, and statistical models and data mining tools and satisfactory completion of a two-year traineeship; OR six years of experience* in data visualization, and statistical models and data mining tools
• An associate's degree may substitute for two years of general experience; or a bachelor's degree may substitute for four years of general experience
• A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience
• Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered
• You must meet the open competitive qualifications from the most recent examination announcement
• The open competitive minimum qualifications are bachelor's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and either: satisfactory completion of a two-year traineeship or two years of experience* in data visualization, and statistical models and data mining tools
• A master's degree in the above fields may substitute for one year of the specialized experience
• A Ph.D. in the above fields may substitute for two years of the specialized experience
• Strong oral and written communication skills
• Demonstrate ability to explain methods concisely, and clearly, results, conclusions of data analysis
• Education or experience in development or administration of training activities
• Education or experience in facilitation, conflict management, or related discipline
