THE POSITION
As the Director of the Bureau of Capital Projects Design, you will play a pivotal leadership role in delivering the Commonwealth's most significant capital improvement projects. You will drive the design phase of a diverse portfolio of projects, champion continuous process improvement, and foster a collaborative culture that values innovation, accountability, and exceptional customer service. Working closely with executive leadership, client agencies, design professionals, and cross-functional teams, you will help shape the Commonwealth's future by improving project delivery, streamlining design processes, and ensuring capital projects are delivered efficiently, on schedule, and within budget.
DESCRIPTION OF WORK
The Director provides leadership and oversight for the Bureau of Design ensuring projects are planned and designed efficiently, meet quality standards, and support the successful delivery of Capital Projects. Major responsibilities include:
- Lead Design Operations: Direct the design of capital projects by overseeing design staff, professionals, consultants, and project teams to ensure compliance with applicable codes, standards, client requirements, and project objectives
- Drive Continuous Improvement: Evaluate design processes, analyze performance metrics, and implement standardized work and process improvements to increase efficiency, reduce project delivery timelines, and improve overall program performance
- Develop & Lead Staff: Provide leadership, coaching, and professional development to Portfolio Managers, Design Project Managers, and design staff while fostering accountability, collaboration, and operational excellence
- Monitor Performance & Client Satisfaction: Track design performance, analyze project data and client feedback, identify opportunities for improvement, and communicate program performance and recommendations to executive leadership
- Build Partnerships & Support Project Delivery: Collaborate with client agencies, design professionals, contractors, and internal stakeholders to resolve issues, promote effective communication, and support the successful delivery of capital projects
- Support Organizational Collaboration: Work collaboratively across Capital Programs Bureaus to support shared mission, and advance common goals and objectives

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch. Work hours are negotiable within the office's business hours.
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Eight years of professional engineering, architecture, or construction administration experience, which includes two years in a supervisory capacity over professional staff involved in the engineering or architectural design and review of large, multi-level complex building structures, and a bachelor’s degree in electrical engineering, mechanical engineering, civil engineering, architecture, or a closely related field; or
- An equivalent combination of professional experience and training, including two years in a supervisory capacity over professional staff involved in the engineering or architectural design and review of large, multi-level complex building structures.
Special Requirements:
- The employee in this job is required to possess an active license as a Professional Engineer or Registered Architect by the Commonwealth of Pennsylvania or a reciprocal jurisdiction.
- The employee in this job is required to possess an active Pennsylvania non-commercial Class C driver’s license or equivalent.
Additional Requirements:
- You must have 8 years of experience leading an organization of professional staff responsible for design project management.
- You must have 8 years of experience managing the design phase of capital construction projects.
- You must have 5 years of experience serving as the primary point of contact for clients or owner agencies on professional design or construction projects.
- You must have experience directly supervising a team of at least 10 employees.
- You must have experience frequently presenting project information, performance metrics, or strategic recommendations to executive leadership or governing bodies.
- You must have experience frequently enforcing Commonwealth policies and procedures.
- You must be able to perform essential job functions.
Preferred Qualifications (not required):
- Experience leading or participating in operational improvement initiatives
- Experience negotiating contracts and/or complex work orders
- Experience using performance metrics, dashboards, or data analysis to improve organizational or project performance
- Experience with project management systems
