Director of Land Development & Entitlements

NVR is seeking a Director, Land Development & Entitlements to lead high-priority development and entitlement projects that support long-term business growth. This role will guide projects from acquisition through approvals and implementation.

The ideal candidate brings land acquisition, development, entitlement, financial analysis, and cross-functional leadership experience, with the ability to evaluate opportunities, navigate approvals, manage risk, and drive practical solutions.

What you will be doing:

• Lead strategic land development and entitlement projects from acquisition through approval and implementation.
• Coordinate project activity with division land teams, land acquisition, development managers, corporate leadership, consultants, and other stakeholders.
• Manage schedules, budgets, risk assessments, reporting, and external project teams.
• Identify critical path issues, evaluate risks, and implement solutions to reduce delays and approval obstacles.
• Lead entitlement and regulatory approval processes, including zoning, rezoning, plan amendments, permitting, and municipal approvals.
• Coordinate presentations and negotiations with government staff, elected officials, civic organizations, and community stakeholders.
• Evaluate development opportunities, including site planning alternatives, density, infrastructure needs, constraints, and phasing strategies.
• Prepare and review financial models, pro formas, investment analyses, cost estimates, schedules, absorptions, and acquisition or partnership evaluations.
   

Qualified applicants have:

• 3+ years of experience in land acquisition, development, entitlement, or a related real estate development function.
• Bachelor’s degree required; Real Estate, Finance, Business, Planning, Civil Engineering, Construction Management, or related field preferred.
• Experience with entitlement, zoning, permitting, land planning, site development, or municipal approval processes.
• Strong financial and analytical skills, including pro formas, budgets, cost estimates, schedules, and investment analysis.
• Proven ability to manage complex projects, coordinate stakeholders, and drive results in a deadline-driven environment.
• Strong communication, presentation, negotiation, and relationship-building skills.
• Proficiency with Microsoft Office, especially Excel, PowerPoint, and Outlook; land development, mapping, or project management tools a plus.
• Knowledge of residential land development, homebuilding, or real estate development preferred.

This position pays $150,000 - $200,000 per year and may also be eligible for a bonus based on achievement of performance criteria. Individual pay is determined by factors including the candidate’s job-related skills, experience, relevant education, and location.
