TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Position Duties
Under the general supervision of the Complex Area Superintendent of the Farrington-Kaiser-Kalani Complex Area, the District Educational Specialist II:
1. Design, develop, implement and monitor the Honolulu District ALPSS to ensure there is a proper array of services available to all students in the district:
- assist in conducting ongoing assessments of ALPSS in Honolulu District's district-wide program through formative and summative approaches using data to make informed program decisions;
- research and keep abreast of best practices, effective strategies and studies on the national and local levels;
- communicate and collaborate effectively with all program stakeholders, leading engagement efforts with other institutions, businesses, and community agencies in the best interest of the program;
- serve as the Honolulu District administrator for ALPSS in meetings, planning, collaboration, resource management and program/student transitions.
- assist in conducting ongoing assessments of ALPSS in Honolulu District secondary schools' programs through formative and summative approaches using data to make informed program decisions;
- research and keep abreast of best practices, effective strategies and studies on the national and local levels
- communicate and collaborate effectively with all program stakeholders, leading engagement efforts with other institutions, businesses, and community agencies in the best interest of the program;
- serve as the Honolulu District administrator for ALPSS in meetings, planning, collaboration, district resource management and program/student transitions.
- disseminate appropriate information to program staff and the field (as applicable) in a timely manner
- when necessary, prepare/contribute to reports, testimonies and/or presentations to Department leadership, the BOE and the State Legislature.
5. Performs other related duties as assigned.
Minimum Qualifications
Education: Graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.
Desired Education: Master's degree from an accredited college or university in education or subject field appropriate to the area of assignment.
Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
Desired Experience: The teaching above shall have been in a high school working with identified at-risk students or special program services including program design, implementation, and monitoring.
Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; principles of learning and individual differences; tests and measurements; purposes, methods, and materials pertinent to one or more subject matters and/or program area(s) of assignment; awareness of pertinent laws, rules, guidance, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Common academic, social, emotional, behavioral and developmental problems of adolescent students; appropriate interaction and strategies to support students in an Alternative Learning Program; student population served in an Alternative Learning Program.
Ability to: Provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing; ability to engage with community, business leaders, and families to ensure a well-rounded education appropriate to one or more areas of assignment, operate computer and other business machines; use tools, equipment, instruments and devices appropriate to assignment.
Desired Ability to: Manage curriculum and instructional program in an alternative school setting; deal effectively with state, departmental and other officials to accomplish program goals; maintain awareness of developments in curriculum or program areas; organize/prioritize work and multi-task to maintain an effective work pace under deadlines.
Other Qualifications
SALARY RANGE: EOSR-7, $114,820 to $162,535.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $114,820.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

EDUCATIONAL OFFICER CONTRACTUAL AGREEMENT: Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure.
