DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Under the direction of the Assistant Director of Budget and Finance, the Division Manager serves as a working manager overseeing a team responsible for comprehensive budgeting, performance management, analysis, and reporting. The Division Manager directs the development, implementation, and administration of the Health Department’s budget, and manages associated systems and procedures.
The Division Manager will manage a team of Management Analysts and administrative support staff. The selected candidate's responsibilities include but are not limited to the following:
- Direct, manage, and lead a team that develops and plans the department’s various budget and supplemental budgets, including gathering and analyzing financial data, estimating revenues and expenditures, and aligning budget proposals with organizational goals.
- Ensure that budgeting practices comply with laws, regulations, and policies, and that funds are allocated in line with the priorities and legal requirements of the City.
- Conduct in-depth financial analyses, including forecasting future revenue streams and expenditures, and assessing the fiscal impact of policy changes or proposed programs. Monitor economic trends and provide insights for budget adjustments.
- Prepare comprehensive tracking and regular budget monitoring reports to ensure expenditures remain within approved limits and revenues aligned with projections. Implement corrective measures or if deemed necessary.
- Evaluate the effectiveness of programs by comparing budgeted expectations against actual performance.
- Provide guidelines and technical expertise to Management Analyst. Work closely with Programs to gather information, address concerns, and build consensus around budgetary decisions.
- Design and deliver training to Management Analysts and support staff in budget and performance management.
- Perform the full scope of budget and performance analyst duties.
- Perform other job functions as assigned
WORKING CONDITIONS
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. The position is physically comfortable, the individual has discretion about walking, standing, etc.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to the activities of the division.
EXPERIENCE REQUIREMENTS
Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three (3) of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two (2) years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
- Previous supervisory and managerial experience is highly preferred.
- Master’s Degree or additional coursework and/or certifications in Finance or Budgeting.
- Extensive knowledge and proficient use of SAP, MyCOH, Fieldglass, Microsoft Teams, Microsoft Excel, and other Microsoft Office products.
- Experience working with enterprise resource planning, financial management, and performance tracking systems.
