GENERAL DESCRIPTION: Perform complex (journey-level) program management specialist work. Work involves creating, developing, coordinating, implementing, and overseeing division Unmanned Aerial Systems (UAS) programs; planning resources; grants management, monitoring budgets; and contract monitoring. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Manage day-to-day UAS activities in a highly complex business for the division.
2. Maintain knowledge of grant management principles, applicable laws, regulations, policies, and funding requirements.
3. Manage the full lifecycle of federal, state, and local grants from application through closeout.
4. Develop, prepare, submit, and track grant applications in accordance with agency and funding source requirements.
5. Monitor the grant budget, expenditures, performance measures, and report deadlines to ensure compliance.
6. Prepare financial and programmatic reports.
7. Maintain accurate grant records, supporting documentation, and audit ready files, within electronic grant management systems.
8. Maintain strong project management skills with the ability to coordinate multiple grant-funded projects simultaneously while meeting deadlines.
9. Monitor contracts throughout the contract lifecycle, including tracking deliverables, reviewing invoices, maintaining contract documentation, coordinating with procurement and vendors, and ensuring compliance with agency policies and procedures.
10. Evaluate, monitor, and reconcile UAS contracts to include balances, renewals requests, and ensure contract funding balances are up to date, for invoices being submitted for requisitions/receipts.
11. Oversee the monitoring and analyses of relevant state and federal legislation and oversee the implementation of changes resulting from new legislation.
12. Compile, analyze, prepare, and present regulatory compliance and mission performance statistics for the statewide UAS program through executive dashboards, pivot tables, charts, diagrams, and analytical reports to support leadership decision making, resource allocation, and continuous program improvements.
13. Process CAPPS Financials requisitions for all UAS invoices and purchases by utilizing multiple funding sources, multiple speed charts, and tracking balances of each grant speed charts to troubleshoot and forecast funding.
14. Assist with UAS coordination meetings.
15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
16. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education - Graduation from a standard senior-high school or equivalent is required. Graduation from an accredited four-year college or university with a major in Government, Business, Public Administration, or a related field is preferred.
Experience - Minimum of five (5) years experience in management of business functions relevant to the assignment, including experience working on state, federal, or local grants and on complex projects with competing deadlines is required. Experience working in grants management software such as E-grants is preferred.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis, up to (2) years.
Licensure and/or Certification - Must possess a valid driver license from state of residence.
Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills - Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.
Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS) and be able to learn new software/systems.

Schedule and/or Remote/Telecommuting work and/or Travel - Availability for after-hours is required. This position may have the ability to telecommute based on the needs of the division/agency. Travel statewide is required as needed.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
