About Colorado Energy & Carbon Management Commission (ECMC):
The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorado's natural resources, including oil and gas, geothermal energy, and carbon capture and storage. The ECMC's mission is to do so in a way that protects the environment, public health, safety, and welfare.

The purpose of the work unit is to lead ECMC’s legislative and rulemaking directives, coordinate across teams to meet the needs of the Commission, provide internal and external communications and public relations for the agency, and oversee the ECMC’s  budget and finances in accordance with the agency’s mission on developing and regulating energy resources in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources.  

Description of Job

OPEN ONLY TO CURRENT, PERMANENT, CLASSIFIED EMPLOYEES OF THE DEPARTMENT OF NATURAL RESOURCES


The purpose of this position is to provide executive leadership over ECMC’s Hearings Unit, Community Relations Unit, and the Finance Unit as they implement the agency’s mission, while advising the Director and Commissioners regarding rule making and legislation. Will coordinate change management across teams and stakeholders with the needs of the Commission and updated regulations and provide executive oversight of internal processes. Provides strategic oversight regarding ECMC’s finance and Community Relations program to include identifying  and securing pathways of revenue sustainability and meeting legislative requirements. 


Specific job duties include but are not limited to:
  • Responsible for providing expertise and advice on all local, regional, State, and Federal rules, statutes and policies relative to renewable energy and/or energy technologies as the regulations continue to evolve.
  • Will serve as a source of policy guidance and rule interpretation for ECMC staff.
  • Lead ECMC rulemakings by: coordinating with Commission, rulemaking subject matter experts, and Hearings unit; directing external stakeholder processes; making decisions on policy matters.
  • Provide executive leadership to the Hearings Unit, Community Relations/Public Relations team, and Finance Unit to ensure all are working cohesively to meet current and ongoing goals of the agency.
  • With the current and foreseeable state budget constraints, this position will work to identify and secure pathways of revenue sustainability as well as strategic plans to respond, in order to meet the agency expectations and objectives.
  • Will coordinate across teams and staff, the Commission, DNR EDO, and sister agencies to meet the needs of ECMC, work to help diverse stakeholders gain a better understanding of oil and gas, geothermal, and carbon storage processes and ECMC’s Rules through public information, education and engagement efforts, and provide executive oversight.
  • Will work with DNR/EDO and the Director to ensure that staff and staffing levels are in place to meet the mandates of community engagement, which are at the core of state rules and legislation, as well as follow the PIO standards and practices to ensure consistent messaging from DNR.

Minimum Qualifications:

Experience Only:

Ten (10) years of relevant experience in an occupation related to the work assigned to this position

Or

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to ten (10) years

AND

Experience and/or education related to reading, writing, interpreting and applying legal documents, regulations, statutes, etc.

Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • Current or former State experience relevant to this position. 

  • Knowledge and/or experience with Colorado oil and gas industry, including current rules and regulations.

  • Knowledge and/or experience with ECMC rules, regulations, and regulatory processes.

  • Law degree from an accredited institution.  

  • Excellent legal writing and legal research skills.

  • Prior executive leadership experience.

  • Professional experience participating in rule making and/or the legislative process. 

  • Strong written and verbal communication skills, to include public speaking. 

  • Experience managing multiple projects with differing deadlines in order to meet agency needs. 

  • Experience coordinating with various groups to ensure timely objectives are met. 

The current work arrangement for this position is as follows: 
(Please note, this arrangement can be subject to change)

  • Hybrid: This position will work from a home office with occasional travel to the main Denver office and around the state for meetings and/or meetings on Capitol Hill as needed.

Conditions of Employment:
  • Colorado residency is required at the time of application and during employment.
  • Experience and/or education related to reading, writing, interpreting and applying legal documents, regulations, statutes, etc.
  • Travel to out of town with the possibility of overnight stays will be likely.
  • Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.
