DESCRIPTION OF WORK

This position manages the Permits Section and oversees engineering reviews, permit development, staff supervision, and adherence to environmental standards.  Through your work, you will ensure that permit actions follow applicable laws, accepted engineering practices, and department procedures.  As an Environmental Engineer Manager, you will perform the following duties:


  • Permit Oversight: Review permit applications, engineering reports, and specifications to ensure compliance with environmental regulations and technical standards
  • Staff Leadership: Supervise section employees, provide training, assign work, and evaluate completed tasks
  • Environmental Analysis: Develop effluent limits, assess water quality impacts, and determine whether proposed activities meet protective requirements
  • Program Administration: Implement permit review procedures, follow established timeframes, track applications, and distribute workload effectively
  • Public Interaction: Respond to inquiries from applicants, consultants, citizens, and other agencies related to permit activities and water quality requirements
  • Data Quality: Maintain complete and accurate electronic records while ensuring consistency, integrity, and proper use of tracking systems

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • You will have the option to work from one of the following headquarter offices:

    • Northeast Regional Office - 2 Public Square, Wilkes-Barre, PA
    • Scranton District Office - 321 Biden Street, Scranton, PA
    • Bethlehem District Office - 4530 Bath Pike, Bethlehem, PA
    • Pocono District Office - 2174B Route 611, Swiftwater, PA
    • Pottsville District Mining Office - 5 W. Laurel Boulevard, Pottsville, PA
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.  In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.  If you are unable to telework, you will have the option to report to the headquarters office.  The ability to telework is subject to change at any time.  Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years as an Environmental Engineer or an Air Quality Engineer; or
  • Five years of professional engineering experience in environmental protection or in environmental project development, design or construction.

Special Requirement:

  • This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a valid Professional Engineer license issued by the applicable licensing body of another state.

Post Employment Requirement:

  • Successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer license issued by Pennsylvania within their initial six month probationary period.

This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding. 


You must be eligible for selection in accordance with merit system employment regulations.

    • Voluntary Demotion
    • Reinstatement (Former civil service employees may only be reinstated to the job title from which they resigned. Current civil service employees are not eligible through reinstatement.)

Promotion Without Examination (PWOE): 

  • Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications: 
    • Civil Engineer (General)
    • Environmental Engineer
  • Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
  • The promotion without examination requirements are issued in accordance with merit system employment regulations.
  • Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher. 
  • Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
