  • The Environmental Technician will be responsible for proper and adequate management and operation of Barksdale AFB’s HW facilities in accordance with 40 CFR (Parts 260-266, 268, 270, 273, and 279), State of Louisiana HW Regulations, Pollution Prevention Act, and the Barksdale AFB HW/Recovery Waste Management Plan. Also designated alternate IHMP Hazmat Technician.
  • Management/accomplishment of waste pickup and the 90-day Hazardous Waste Accumulation Point (HWAP).
  • Provides administration of the HW module in the EESOH-MIS database, general HW operations, and Industrial Recycling processes.
  • Maintains compliance with all AF policies and goals on HW reduction.
  • Prepares HW containers for shipment and coordinates with transport/disposal contractors.
  • Ensure all shops have a servicing Hazardous Material Pharmacy (HAZMART).
  • Tracks all movement of HW off-site using EESOH-MIS.
  • Provides management of non-hazardous industrial and special waste, used oil, and off-spec fuel; waste consolidation/lab packing, waste turn-in/preparation for shipment, pick-up of waste for transfer to central accumulation area.
  • Track all HW containers from time of generation until they reach the ultimate disposal facility.
  • Management of the 90-day HWAP includes waste consolidation, segregation of HW, management of used oil and off-spec fuel, screen used oil, waste turn-in, facility inspections (at least weekly), container inspections (at least weekly), testing of equipment (at least monthly), contingency planning, preparation for shipment, housekeeping; new, used, and unusable container management; and facility maintenance work orders.
  • Submit weekly list of containers awaiting shipment that have exceeded 45-days of storage time.
  • Conduct Aerosol Can Puncturing and Oil Filter Recycling operations.
  • Develops custom reports to support environmental reporting requirements.
  • Inventory and maintain supplies to support the HW requirements.
  • Conduct HW sampling, perform waste characterization, and waste profile generation.
  • Serve as Alternate IHMP Hazmat Technician.
  • Provide support for installation Hazardous Materials program.
  • Complete and maintain required training.
  • Other duties as assigned
  • Candidate must have a high school diploma or a GED.
  • Must possess a minimum of two (2) years experience in hazardous materials management.
  • Must possess a minimum of two (2) years experience in hazardous waste management.
  • Must possess a minimum of one (1) year experience in sampling and waste characterization.
  • Must possess a minimum of one (1) year EESOH-MIS experience, or equivalent database administration experience.

 

Knowledge, Skills and Abilities:

  • Experience in DoD hazardous materials operations and tracking material receipt, storage, and issue is beneficial.
  • A solid understanding of Material Safety Data Sheets/Safety Data Sheets and Hazardous Material identification and management is highly desirable.
  • Must have a valid Drivers License and qualify for the appropriate security clearance.
  • Ability to follow established procedures and carry out assignments independently, although work is primarily in an office environment that is adequately lighted, heated, and ventilated, incumbents may be subjected to rain, cold, bright sun etc.
  • Demonstrate knowledge of EESOH-MIS and/or relational databases.
  • Solid knowledge of Microsoft software products is required to include Excel and Access.
  • Have a specific awareness of data quality related to databases and report generation.
  • EESOH-MIS specific training is a plus.
  • Must pass background check and have, or be able to obtain NACI.
  • Must be current in Hazardous Waste training requirements.
