You will oversee the Commonwealth Workforce Transformation Program, which aims to assist employers in training and developing skilled workforces in vital sectors like infrastructure. DESCRIPTION OF WORK
In this position, you will support statewide workforce development efforts that help create a strong and diverse heavy highway construction workforce. It works closely with many partners to ensure that programs run smoothly, follow requirements, and expand opportunities for workers. As a Equal Opportunity Specialist 2, you will perform the following duties:
- Project Management: Lead workforce development projects and evaluate agency programs to determine progress and impact
- Compliance Monitoring: Review reports, analyze program data, and assess contractor, vendor, and trainee adherence to program requirements
- Performance Tracking: Maintain key data, monitor project outcomes, and identify ways to reduce underutilization of minority and women trainees in the construction industry
- Vendor Oversight: Review work statements, guide vendors to ensure contract fulfillment, monitor reports, and confirm billing accuracy
- Training Support: Provide instruction, guidance, and technical assistance to staff and partners to improve program operations
- Relationship Building: Work with public, private, and nonprofit employers to maintain productive partnerships

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
- This position may be based in the Commonwealth Keystone Building in Harrisburg or at the nearest available PennDOT field office to the selected candidate’s current work location or home address.
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth titles); or
- Successful completion of the Pennsylvania Management Associate program (Commonwealth title); or
- Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor’s degree; or
- An equivalent combination of experience and training.

- You must be able to perform essential job functions.
This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.
You must be eligible for selection in accordance with merit system employment regulations.

- Equal Opportunity Specialist 1
- Management Analyst 1
- Human Resource Analyst 1
- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
