EXECUTIVE MANAGEMENT OFFICER
Business Analytics and Executive Operations
The Louisiana Department of Transportation and Development (DOTD) is seeking a highly analytical, organized, and results-oriented professional to serve as an Executive Management Officer within the Office of Management and Finance.
This position serves as a trusted advisor and confidential assistant to the Undersecretary while providing data analysis, operational research, business process evaluation, and executive-level support. The selected candidate will independently manage multiple complex and sensitive assignments, analyze information from various sources, and develop clear, actionable recommendations that support executive decision-making and improve departmental operations.
In addition to supporting executive leadership, this position oversees the DOTD Office Supply Storehouse, assists with the Department’s data governance framework, coordinates executive-level administrative activities, and maintains critical departmental records.

Six years of full-time experience in any field plus three years of experience in administrative services; OR
A bachelor’s degree plus three years of experience in administrative services; OR
An advanced degree or a Juris Doctorate plus two years of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

JOB DUTIES:
- Collects, analyzes, and interprets business, operational, and statistical data to support executive decision-making.
- Conducts research and evaluates policies, procedures, business processes, industry trends, and regulatory requirements to identify opportunities for improvement.
- Prepares executive summaries, reports, presentations, charts, graphs, and other analytical materials that clearly communicate findings and recommendations.
- Independently coordinates multiple complex and sensitive assignments, projects, and priorities for executive leadership.
- Manages DOTD’s Office Supply Storehouse, including inventory records, supply levels, purchasing activity, order status, and distribution records.
- Analyzes inventory usage and purchasing data to support budgeting, forecasting, cost control, and resource allocation.
- Provides confidential executive and administrative support, including correspondence, calendars, travel arrangements, payroll, and performance documentation.
- Prepares meeting materials and maintains official departmental records in accordance with applicable policies and record-retention requirements.
- Assists with the development and maintenance of DOTD’s data governance framework and recommends improvements to technology, processes, and work products.
- Assists with emergency or disaster support activities and performs other duties as assigned.
Position-Specific Details:
Appointment Type: This position may be filled as either a probationary appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent-status employees); or by detail to special duty.
Compensation: Additional compensation may be considered for applicants with extraordinary job-related qualifications or credentials, in accordance with State Civil Service Rule 6.5(g) and DOTD policy. Any such consideration is subject to approval and applicable pay limitations.
