The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.



Join the leadership team for the Office of Economic Independence (OEI) within the Bureau of Health Services Financing, Medical Vendor Administration! OEI was created in 2025 by integrating the eligibility functions of Medicaid with the Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps, Disaster SNAP, Family Independence Temporary Assistance Program (FITAP), Kinship Care Subsidy Programs (KCSP) that migrated to LDH from the Department of Children and Family Services by unanimous legislative approval. 


The position reports directly to the Executive Director, and the scope of efforts will include all of the programs administered by OEI – both Medicaid and SNAP. This position will be responsible for staff and stakeholder strategic planning and communication, including legislative and stakeholder outreach. Assignments will be directed by the Executive Director. The incumbent will work collaboratively with all members of the OEI leadership team and the Medicaid and Department’s communications teams to ensure that efforts are aligned and cohesive and that plans are well crafted and effective. This work requires a strong ability to understand complex and diverse program impacts.

Position Duties

Six years of experience in administrative services; OR

Six years of full-time experience in any field plus three years of experience in administrative services; OR

A bachelor’s degree plus three years of experience in administrative services; OR

An advanced degree or a Juris Doctorate plus two years of experience in administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

Management duties will include:

  • Serves as high level support to the Executive Director. Assists with development of agency strategies, goals, timelines, plans, and activities for accomplishing OEI work. Responsible for understanding statewide programmatic initiatives and expected outcomes for each. 
  • Supports the management of major projects and initiatives of the agency, preparing timelines, tracking progress, and managing deadlines with OEI leadership.
  • Assists the Executive Director in broad scope efforts that may include: strategic plans, federal plans, and legislative reports. Works with Executive Director to step out strategic meeting cadence and structure for meetings with targeted groups: executive leadership, legislators, stakeholders, staff, etc.
  • Works with LDH senior staff to negotiate gathering of sensitive information, demonstrates ability to analyze information gathered, determines effective ways to manage and deliver the information, and ensures it is captured in planning when improvements are needed.
  • Promotes and establishes links between field staff and state office staff and LDH staff and stakeholders so that service delivery can be enhanced and partnerships can be maximized. Coordinates activities between department staff and stakeholders.
  • Implements a plan to ensure meetings have defined goals and that progress post meeting is recorded.
  • Develops and implements statewide communication strategies that promote the Office of Environmental Innovation's mission, initiatives, and priorities through reports, publications, presentations, social media, websites, newsletters, and other internal and external communication channels.
  • Researches, writes, edits, and produces a wide variety of communication materials, including reports, news releases, talking points, presentations, promotional content, audio-visual materials, and stakeholder resources, while ensuring messaging is timely, accurate, and tailored to target audiences.
