The Department of Health (DOH) Facilities Management Division (FMD) is responsible for the Office of Facilities Management (OFM) and oversight of seven Health Care Facilities: Fort Bayard Medical Center (FBMC), NM Veterans Home (NMVH), Turquoise Lodge Hospital (TLH), NM Rehabilitation Center (NMRC), Sequoya Adolescent Treatment Center (SATC), NM Behavioral Health Institute (NMBHI) and Meadows LTC,  and the Los Lunas Community Program. OFM has several key areas of responsibility supporting the seven facilities and DOH overall, these include: Facilities Fiscal Office, Facilities Operations Management, Capital Project Management, Capital Asset Management, and Risk and Loss Management. The seven facilities provides chemical dependency and rehabilitation services, adult psychiatric services, forensic services, long-term care services, community based services, developmentally disabled community services and adolescent treatment and reintegration services to NM residents in need of such services across New Mexico.

Why does the job exist?

 
The Executive Administrator provides direct oversight and leadership to Facility Administrators within the assigned region or any assigned facility by Facilities Management Division (FMD) Director. This position focuses on strengthening facility operations, supporting leadership performance, increasing census, and ensuring accountability for SUD (Substance Use Disorder) performance measures.

The Executive Administrator serves as an extension of the Facilities Management Division Director and will step in on their behalf when requested or during their absence, ensuring continuity of leadership and execution of strategic directives.

How does it get done?

 
Administrator Oversight:
-Provide supervision, guidance, and performance oversight to assigned Facility Administrators.
-Ensure Administrators are meeting operational, regulatory, and organizational performance expectations.
-Conduct regular site visits, leadership evaluations, and performance reviews as requested by FMD Director
-Monitor compliance with CMS, state, and internal policies.
-Support implementation of corrective action plans and operational improvement initiatives as requested by FMD Director
Oversight of SUD Measures:
-Monitor and drive performance on all Substance Use Facilities measures and quality indicators.
-Ensure Facility Administrators understand and actively manage performance benchmarks.
-Review quality data trends and require action plans for areas below target.
-Promote accountability for clinical, operational, and regulatory metrics tied to SUD standards.
-Collaborate with facility leadership to improve outcomes related to resident care, safety, and compliance.
-Report on SUD performance outcomes to the FMD Director and executive leadership as required.
-Promote communication and collaboration with other departments, facilities, etc. to ensure SUD standards are being met.
Census Development & Growth:
-Partner with Facility Administrators to develop and execute census growth strategies.
-Monitor occupancy trends, admissions processes, and referral relationships.
-Identify and address barriers to admissions.
-Support community outreach, hospital partnerships, and Gibson Medical Center referral coordination where applicable.
-Review weekly census reports and implement performance improvement strategies for underperforming facilities.
-Partner with Facility Administrators to develop and execute marketing growth strategies.
Operational Support:
-Assist facilities with operational challenges as identified by the FMD Director.
-Provide leadership during surveys, audits, and performance reviews.
-Help stabilize facilities experiencing leadership gaps or operational difficulties as directed by FMD Director, this includes administrator interim until filled.
-Support fiscal awareness and operational accountability at the facility level.

Primary Customers:
-Residents receiving SUD services. Indirect but essential customers; improved care, safety, and compliance are core outcomes.
-Community partners and referral sources (hospitals, Gibson Medical Center, outreach partners). The role supports census growth and relationship development.
-Regulatory bodies (CMS, state agencies). The role ensures compliance and readiness for audits, surveys, and corrective actions.
-Substance Use Disorder (SUD) Facilities. The role strengthens operations, improves quality, and drives performance on SUD measures.
-SUD Facility Administrators. They receive direct oversight, coaching, accountability structures, and operational support.
-Facilities Management Division (FMD) Director. The Executive Administrator acts as an extension of the Director, ensuring directives are executed consistently across facilities.

Experience & Background:
-8+ years management experience in facility operations, behavioral health, healthcare administration, or similar environments.
-Bachelor's degree or equivalent combination of education/experience totaling 12 years.
-Proven success overseeing multiple sites or leading leaders.
-Demonstrated ability to manage regulatory compliance, audits, and corrective action plans.
-Experience with SUD programs or behavioral health strongly preferred.

Minimum Qualification

 
Bachelor's degree in a relevant field and eight (8) years of management experience as it pertains to the essential duties of the classification. May require licensure as Nursing Home Administrator. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License and must complete a Defensive Driving Course.

Working Conditions

 
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Monday through Friday, 8am-5pm. Travel to satellite offices, meetings, training sessions, and special events with the occasional overnight stay are required.
