We are seeking a qualified and motivated professional to join the Washington State Gambling Commission as a non-certified Special Agent Supervisor within our Licensing Unit. 

This position is a civil service exempt position, with salary placement in EMS Band 2.

Who We Are

The Washington State Gambling Commission is a state accredited; limited-jurisdiction law enforcement agency whose mission is to protect the public by ensuring that gambling is legal and honest. We are the second oldest gambling agency in the country and the only statewide agency that licenses and regulates an estimated $3.5 billion gambling industry comprised of Tribal, commercial, and nonprofit businesses. 

The Licensing Unit helps ensure that commercial, nonprofit, and Class III tribal gaming applicants, licensees, and related individuals meet legal and regulatory qualifications for licensure, certification, eligibility, registration, or suitability.

Position Duties

The ideal candidate is an ethical and dependable leader who can exercise sound judgment, communicate clearly, build trust with internal and external partners, and manage competing priorities in a complex regulatory environment. This position requires someone who can work both independently and as part of a team, handle sensitive information appropriately, support team members’ development, and maintain professional relationships across diverse communities and stakeholder groups.


Some of the key duties of this position:

  • Supervise, mentor, coach, and develop assigned Licensing Unit employees while supporting accountability, training, performance, and timely completions of work.
  • Review and analyze licensing applications, financial aid and background investigations, case reports, and complex licensing issues to determine whether applicants and licensees meet qualifications under applicable laws, rules, agency policies, and tribal-state compact requirements.
  • Help administer programs related to commercial and nonprofit licensing; Class III tribal gaming employee certification; eligibility and registration; gambling equipment and proprietary game review; financial reporting; and agency rulemaking.
  • Develop, update, and implement unit processes, procedures, training materials, program strategies, and communication tools that support efficient, consistent, and legally sound licensing work.
  • Build and maintain positive working relationships with internal and external customers and partners.
  • Develop and provide training and presentations to internal and external customers.
  • Support agency and unit priorities by participating in teams, meetings special projects, policy discussions, and process improvement efforts.

Minimum Qualifications

Required Education & Experience

  • High school diploma or equivalent.
  • At least three years of professional work experience in licensing, auditing, accounting, fraud, forensic accounting, financial examinations, or investigative work affiliated with government, financial entities, or the gaming industry.

We may give preference to candidates who have:

  • Bachelor’s degree in accounting, finance, business or a related field.
  • Two years or more of demonstrated supervisory experience in a related field.
  • Leadership training from a professional organization, such as CJTC or FBI-LEEDA.
  • Professional credentials such as CPA, Certified Fraud Examiner, Certified Financial Examiner, or Accredited Financial Examiner.
  • Two years or more of experience developing investigative plans for complex financial or administrative violations.
  • Experience in designing and delivering effective training.
  • Knowledge of accounting principles and practices, and financial statement review.
  • Knowledge of the Gambling Act, WAC 230, RCW 9.46, tribal-state compacts, Class III gaming activities, and the Indian Gaming Regulatory Act.



Other Qualifications

Special requirements/conditions of employment for non-certified special agents in Licensing:

  • Be a US Citizen or lawful permanent resident. 
  • Maintain a driver's license that is valid in Washington State and be able to drive a motor vehicle. 
  • No convictions for any crime with a nexus to the job for which they have applied.
  • Not have a substantial accumulation of driving violations which indicates a disregard for rules and regulations or indicates a safety risk. 
  • Adhere to the agency policy of prohibiting employees from serving as officers or managers of any corporation or organization that conducts a lottery or gambling activity, including tribal gambling activities. Employees may not gamble in tribal gambling activities or any gambling licensed activities.

Must be willing and able to:

  • Address diverse groups in a public forum.
  • Travel overnight as necessary for off-site work, meetings, and training.
  • Work alone or in teams.
  • Work evening, weekends, hours other than 8 a.m. to 5 p.m., and extra hours when necessary to meet work objectives and deadlines.
  • Work indoors in a gambling environment, which may involve smoke filled and dirty areas, diverse populations, and intoxicated persons.
  • Undergo and able to pass an extensive background investigation, which includes a detailed personal history statement, criminal records check, credit check, and fingerprinting.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays 
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday. 

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave 
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave. 

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.  

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave 
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
