The GIS DBA 2 leads the OEHS/GISTA GIS and technical applications team, performing high-level administrative and technical work to manage GIS database creation and maintenance. Acting as a multidisciplinary expert, this role bridges the gap between data management and functional application design, overseeing GIS data resources and line-of-business applications to ensure technical capabilities align with organizational objectives and policy directives. Key Responsibilities Include:
  • Leadership & Supervision: Leads the GIS team and subordinate staff. Oversees project planning, ensures GIS operations align with organizational goals.
  • Infrastructure & Administration: Manages the full GIS lifecycle, including servers, databases, and desktop applications. Handles hardware provisioning, software installation, patching, and upgrades. Administers ArcGIS Enterprise and Microsoft SQL Server environments, focusing on performance tuning, security, and disaster recovery.
  • Development, Automation & Training: Leads GIS enhancements and web application development usingASP.NETCore and JavaScript. Utilizes Python to automate complex workflows and system tasks. Provides staff training in RDBMS and software development frameworks (server-side and client-side).
  • Data Management & Analysis: Develops and enforces data standards for coding, database design, and update procedures. Oversees QA/QC, data loading, and translation workflows. Executes technical workflows, including hydraulic modeling and geospatial layer translation.
  • Liaison & Communication: Serves as the primary technical liaison between GIS, engineering, IT, and regulatory teams. Translates complex technical concepts for management and diverse stakeholders to facilitate informed decision-making.
Technical Requirements For the Position Entails:
  • Expertise in ArcGIS Enterprise and Microsoft SQL Server administration (including performance tuning, security, and disaster recovery).
  • Advanced proficiency in Python for workflow automation and system orchestration.
  • Strong development skills inASP.NETCore, JavaScript frameworks, and RDBMS.
  • Comprehensive knowledge of GIS database design, spatial data and the enforcement of data standards.
  • Ability to execute hydraulic modeling translation and complex geospatial analysis workflows.

Minimum Qualifications

Training: Bachelor's degree, including six semester hours in computer science or GIS from an accredited college or university. Preference may be given to those with a degree in computer science, geology, geography, natural or earth sciences, forestry, planning, engineering, engineering technology, mathematics, or related field.
 
Experience: Four years of full-time or equivalent part-time paid experience in geographic information systems design, implementation and management, including experience in database management.

Substitution: Master's degree or doctorate from an accredited college or university in any of the above fields may be substituted for two years of the required experience.

PG:  22     $58,329 - $103,488

Market Rate: $91,800
