Job Description
The Texas General Land Office is seeking a Management Analyst V (Management Analyst) within the Community Development & Revitalization Department of the agency.
Performs highly advanced (senior-level) professional organizational analysis and oversight work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may independently perform the most complex professional organizational and policy analysis work.

What Your Contributions to the GLO Will be:
Manages the end-to-end process for Federal Register Notice (FRN) public comments, including intake, tracking, analysis, and development of formal responses to ensure compliance with federal requirements
Coordinate timely and accurate responses to OMB; monitor, interpret, and summarize HUD rules, waivers, guidance, and regulatory updates to ensure program alignment
Provide technical assistance for grant closeout activities, support HUD audits through preparation and documentation, and lead AFFH compliance efforts across departments
Develop, standardize, and maintain CDR wide SOPs, workflows, flowcharts, and process maps to reinforce operational consistency
Conduct detailed research and analysis to inform policy decisions, support strategic initiatives, and lead special projects aligned with GLO priorities
Minimum Qualifications:
- Five (5) or more years of experience with HUD programs, federal grants, or regulatory compliance
- Experience managing complex workflows, interpreting regulations, and developing clear supporting documentation
- Experience providing organizational, analytical, and communicative support to leadership
Preferred Qualifications:
Experience with SharePoint administration or content management
Knowledge of HUD rules, waivers, FRN processing, and grant closeout procedures
Experience supporting audits or developing corrective action plans
Familiarity with AFFG compliance and fair housing principles
Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
