Job Description

 

The Texas General Land Office is seeking a Program Management Specialist I (Program Management Specialist) within the Community Development & Revitalization Department of the agency.
 

Performs moderately complex (journey-level) program management specialist work for the CDR Program Support branch. The work is focused on closing grant programs and then grants, and the coordination to accomplish this critical requirement. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Employees at this level may rely on direction from others to solve problems that are not standard.

What Your Contributions to the GLO Will be:
 

  • Executes the program closeout process ¿ Oversee the final stages of programs, contracts, grants, or projects to ensure all activities are formally completed in compliance with applicable regulations. Identifies CDR program closeout requirements and supports methodology to measure effectiveness. Verify completion of deliverables and financial reconciliation.
     

  • Coordinates with CDR divisions to achieve complex cross-functional program outcomes consisting of multiple work streams. Liaise with program managers, contractors, grantees, and other parties to obtain necessary approvals, signatures, and releases; address any open issues to achieve official program closeout.
     

  • Develops in-depth technical and non-technical knowledge of programs to mitigate problems. Recommends and develops program closure standards and tools.

 

Minimum Qualifications:
 

  • Graduation from an accredited four-year college or university with a degree in Public Administration, Business Administration, Homeland Security, Disaster Management or closely related field. Experience and education may be substituted for one another on a case-by-case basis.
     
  • One (1) or more additional years of experience in program management, project coordination, grants administration, emergency management, or disaster recovery operations.
     
  • Experience in the administration, development, coordination, and monitoring of grants.
     
  • Experience in coordinating or supporting disaster response and/or recovery programs, including collaboration with federal, state, local, tribal, or territorial partners. 
     
  • Experience interpreting and applying federal regulations, policies, or legislation related to disaster assistance. 
     
  • Experience utilizing analytical methods to evaluate program performance, develop recommendations, or support decision-making for senior leadership in recovery contexts. 
     
  • Experience managing projects or program elements involving timelines, resources, stakeholders, and compliance in high-stakes or political environments.

 

Preferred Qualifications:  
 

  • Demonstrated experience with federal grants management, including application review, compliance monitoring, subrecipient oversight, or closeout processes. 
     

  • Knowledge of the CDBG-DR, MIT, FEMA, or related federal interagency coordination mechanisms. 
     

  • Experience using analytical and evaluative methods to assess recovery program effectiveness and make data-driven recommendations. 
     

  • Excellent written and oral communication skills, including preparing reports, briefings, or guidance for diverse audiences.

 

Physical Requirements:
 

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
