Job Description

 

The Texas General Land Office is seeking a Program Specialist V (Program Specialist) within the Community Development & Revitalization Department of the agency.
 

Performs consultative services and technical assistance work involving planning, developing, and implementing an agency program and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public.

What Your Contributions to the GLO Will be:
 

  • Develops reoccurring advanced level reports and consolidates data from systems of record and different sections in the CDR Department to compile reports; uses initiative to ensure reporting to other federal and state agencies is sent, posted on the CDR public website as appropriate, and completes a monthly report for executive leadership verifying their completion; provides analysis of trends seen in reporting when required.
     

  • Conducts senior level studies and analysis of CDR operations and executive identified problems, prepare reports of findings and recommendations, identify areas needing change, and develop plans to improve programs or to address areas of concern.
     

  • Assists the CDR Labor Standards Officer evaluate compliance with program policies and procedures, statutes, and rules for Davis Bacon and Related Acts, including Labor rate determinations, quarterly report development, and wage rate infraction reporting. Collect, organize, analyze, and/or prepare materials in response to requests for program information and reports.
     

  • Support programs by developing, interpreting, and/or revising policies, procedures, rules, regulations, standards, and manuals in accordance with program objectives and goals, including SOPs and the CDR Implementation Manual.

 

Minimum Qualifications:
 

  • Experience handling reporting life-cycle, tracking from development to completion and ensuring detailed accuracy within a timely manner.
     

  • Experience in senior level analysis of trends and other information related to grant management reporting.
     

  • Experience with independent initiation of tasks related to the assignment within a mission focused team structure and providing presentations on findings.
     

  • Willingness to work in person in the downtown Austin area at least 3 days a week. 

 

Preferred Qualifications:  
 

  • Experience in Community Development Block Grant Management.
     

  • Advanced Microsoft Excel Skills including advanced pivot table development.
     

  • Advanced skills in analysis and formatting information in an easily understandable format.

 

Physical Requirements:
 

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
