About the Role:
 
The Government & Public Sector Proposal Manager manages the end-to-end proposal response process for public sector and government-related pursuit opportunities, developing clear, compliant, and persuasive content while guiding each pursuit from solicitation review through final submission. This role drives the firm's response to government solicitations, RFPs, RFQs, requests for information, cooperative purchasing opportunities, and other procurement-driven opportunities. The Government & Public Sector Proposal Manager partners with proposal leadership, technical professionals, subject matter experts, and marketing resources to translate firm capabilities into responsive, evaluation-focused content that meets solicitation requirements, reflects the firm's brand, and strengthens the firm's competitive position in the government marketplace.
 
Essential Functions:
 
Government Proposal Strategy & Development
  • Draft and develop proposal content for government, public sector, and procurement-driven opportunities, ensuring responses are compliant, responsive, persuasive, and aligned with evaluation criteria.
  • Review solicitations, RFPs, RFQs, requests for information, and related procurement documents to identify mandatory requirements, submission instructions, evaluation factors, scoring criteria, certifications, forms, timelines, and content needs.
  • Develop compliant response outlines, content matrices, and writing plans that organize required sections, assign inputs, and keep contributors aligned to the solicitation.
  • Translate technical, advisory, accounting, and consulting capabilities into clear government-focused value propositions that address agency needs, risk concerns, required qualifications, and measurable outcomes.
  • Support the development of proposal narratives, executive summaries, past performance summaries, resumes, project descriptions, pricing narratives, implementation approaches, and other required response content.
Content Coordination, Writing & Editing
  • Coordinate with internal stakeholders, technical professionals, subject matter experts, practice leaders, and operations teams to gather accurate proposal inputs, supporting documentation, and required data.
  • Write, refine, and edit government proposal content so it is concise, direct, evaluator-friendly, and tailored to the specific agency, institution, municipality, or public sector buyer.
  • Maintain consistency in terminology, tone, qualifications, firm positioning, and compliance-sensitive language across proposal sections and supporting attachments.
  • Adapt existing content, templates, boilerplate, past performance examples, and qualifications language to meet opportunity-specific government requirements without overgeneralizing responses.
  • Facilitate review cycles, incorporate stakeholder feedback, and resolve content gaps or inconsistencies before final production and submission.
Compliance, Production & Process Management
  • Ensure responses comply with all solicitation requirements, formatting instructions, page limits, required attachments, certifications, forms, addenda, portals, delivery methods, and submission deadlines.
  • Manage proposal writing schedules, content deadlines, review checkpoints, compliance reviews, and final production milestones in partnership with proposal leadership.
  • Partner with design and marketing resources to develop compliant, readable layouts and visuals that support the response while meeting government formatting and submission requirements.
  • Maintain and improve government proposal templates, compliance checklists, content libraries, past performance repositories, resumes, project descriptions, and frequently requested attachments.
  • Capture lessons learned, recurring requirements, win/loss themes, and content needs to strengthen future government proposal readiness and efficiency
Stakeholder Partnership & Continuous Improvement
  • Serve as a writing and content partner to proposal leadership and government-facing teams by helping clarify requirements, message strategy, and response structure.
  • Support collaboration among marketing, proposal leadership, business development, operations, service line leaders, and government market stakeholders throughout the pursuit process.
  • Stay informed on government procurement practices, public sector proposal trends, competitor positioning, and emerging best practices in compliant proposal writing.
  • Participate in proposal planning discussions, kickoff meetings, color team or review cycles, and post-submission debriefs as appropriate.
  • Support special projects, government market materials, and additional strategic documentation efforts as assigned.
Required Qualifications:
  • Bachelor's degree in Business, Communications, Marketing, Journalism, English, or a related field.
  • Experience writing or supporting government proposals across federal and SLED (state, local, and education) procurement, public sector RFP responses, and other procurement-driven or complex compliant proposal documents, commensurate with the responsibilities of this role.
  • Demonstrated experience reviewing solicitations and developing proposal content that responds to mandatory requirements, evaluation criteria, and submission instructions.
  • Strong writing, editing, and content organization skills, with the ability to translate technical or business information into clear, persuasive messaging.
  • Strong understanding of proposal compliance, procurement deadlines, required forms and attachments, content matrices, and disciplined review processes.
  • Demonstrated ability to manage multiple concurrent proposals or projects in a fast-paced environment.
  • Proficiency in Microsoft Office Suite, particularly Word and PowerPoint.
  • Familiarity with proposal content libraries, workflow tools, or project management platforms such as Asana or similar systems.
Preferred Qualifications:
  • Experience with federal, state, local, education, or other public sector procurement opportunities.
  • Experience with accounting, advisory, consulting, technology, financial services, or other professional services proposals for public sector buyers.
  • Familiarity with procurement portals, compliance matrices, past performance content, key personnel resumes, and proposal review practices.
  • Experience collaborating with design teams on compliant, visually clear proposal materials.

The anticipated hiring base salary for this role is:  $100,000 - $150,000.
 
Actual compensation is based on several factors that are unique to each candidate, including but not limited to education, skill set, depth of experience, certifications, and specific work location.
